Krotz Springs Residents Get Out, Shore Up

Evacuation Ordered For Parts Of St. Landry Parish

    POSTED: 3:30 pm CDT May 16, 2011

    Excerpt:
Edwards' neighbor, Angel Guillory, had surrounded her home with sandbags but planned to ride out the flood.

"Upstairs, we have a flashlight, batteries and water, " said Guillory. "We have enough up there to survive for quite some time."

St. Landry Parish President Don Menard urged residents to obey the evacaution order.

"It's ranging from zero to five and up to 20 feet of water," said Menard.

"We're just asking people, let's be safe, let's be smart, let's focus on what we need to do, let's heed to the warning of the evacuation."

Menard said floodwaters could swallow many towns south of Highway 190.

Don't stay in harm's way in Morganza Floodway: An editorial

        Published: Tuesday, May 17, 2011, 8:39 AM

By Editorial page staff, The Times-Picayune The Times-Picayune

People who are at risk of flooding from the opening of the Morganza Floodway shouldn't wait until the river is lapping at their doors to evacuate for safer ground.

Unfortunately, that's what some people say they'll do. "When I see water, I'll get out. It's that simple,'' said Kim Krantz, who lives in an area of St. Landry Parish that is under a mandatory evacuation order.

But people who wait are taking a terrible risk. By the time they see water, getting out might not be so simple. Those who are stranded by rising water could end up in grave danger. They'll also be putting their rescuers in peril.

No new bays opened at Morganza, Bonnet Carre, Gov. Bobby Jindal says

            Published: Tuesday, May 17, 2011, 12:58 PM Updated: Tuesday, May 17, 2011, 1:02 PM

By Martha Carr, The Times-Picayune The Times-Picayune

The number of opened bays at the Bonnet Carre Spillway and Morganza Floodway remained steady today as the Mississippi River flood keeps surging southward.

At the Morganza Floodway, 15 of the 125 bays are open, Army Corps of Engineers spokeswoman Rachel Rodi said, and 330 of the 350 Bonnet Carre bays have been opened to divert the water.

The number of opened Morganza bays is expected to double, she said, although she did not speculate when that might occur.

"We are managing the river now," Rodi said. "We're keeping the flow at 1.25 million cubic feet per second at New Orleans and 1.5 million cubic feet per second or below by operating Morganza and Bonnet Carre."

High water might last as long as three weeks, Gov. Bobby Jindal said at a midday news conference.

As he spoke, Jindal said that the highest water was three-and-a-half miles north of U.S. Highway 190, and that it may crest Friday at Morgan City.

              Water in the Morganza Floodway

              (9 MB, JPEG) acquired May 18, 2011

              (11 MB, JPEG) acquired May 4, 2011

On May 18, 2011, the Moderate Resolution Imaging Spectroradiometer (MODIS) on NASA?s Terra satellite observed water in the Morganza Floodway along the Mississippi River. As the U.S. Army Corps of Engineers explains, the floodway is designed to ease water levels in downstream communities along the Mississippi by diverting some water into the Atchafalaya Basin.

MODIS acquired the top image on May 18, 2011, and the bottom image on May 4, 2011. Both images use a combination of visible and infrared light to increase contrast between water and land. Water ranges in color from gray-blue to navy. (Lake Pontchartrain appears silvery blue on May 18 due largely to the angle of sunlight.) Vegetation is green. Bare ground is brown. Clouds are pale blue-green and cast shadows.

Both images show flooded conditions along the Mississippi River. A significant difference between the images, however, is the water visible in the Morganza Floodway on May 18. The Army Corps of Engineers reported that the discharge in the floodway was 108,000 cubic feet per second on May 18, the floodway?s fifth day of operation in 2011.

The Advanced Hydrological Prediction Service (AHPS) of the U.S. National Weather Service reported that the Mississippi River at Baton Rouge reached 44.85 feet (13.67 meters) at 2:00 p.m. CDT on May 18. This level was below the city?s record flood level of 47.28 feet (14.41 meters) set in 1927. As of May 18, the Mississippi River was projected to remain at roughly the same level at Baton Rouge through May 23.

Acquired May 18, 2011, and May 4, 2011, these false-color images show flooded conditions along the Lower Mississippi River, including diverted water entering the Morganza Floodway on May 18.

Flooding fears recede for residents in Morganza Floodway

                    Excerpt:

When the spillway gates started opening May 14 to reduce near-record levels on the rain-swollen Mississippi River, the Army Corps of Engineers projected there would be up to 25 feet of flooding in a 20-mile-wide, 150-mile-long swath of Cajun country from Melville to Morgan City.

But with no significant flooding of inhabited areas more than a week later, some floodway residents, especially those who packed all their belongings and headed for higher ground days ago, are asking a simple question: Where's the water?

For the northern half of the basin, including Butte La Rose and Krotz Springs, the answer is that the anticipated record river crests are no longer expected.

The Atchafalaya River is now forecast to crest below flood stage in both towns, prompting at least a 48-hour postponement of Saturday's planned mandatory evacuation in Butte La Rose.

In the Morgan City area, the news is less encouraging. The water there is expected to break records set the last time the spillway was opened in 1973, according to National Weather Service forecasts.

Morgan City is shielded by a 22-foot-high seawall and is expected to remain dry....

MORGANZA, La. -- The U.S. Army Corps of Engineers is beginning to close bays on Morganza Floodway, based on reduced flows in the Mississippi River at Red River Landing.

The structure has 14 bays open with a current flow rate of 140,000 cubic feet per second.

One bay was closed Tuesday evening and two more bays were closed Wednesday afternoon.

The decision to close bays at the floodway came about after the U.S. Geological Survey did a study of determined that the flowrate was lower than what had been computed.

Glad to hear the flooding in the Morganza floodway was not the worst case scenario and that many people will return to dry homes.

One more bay on the Morganza Floodway was closed Monday, leaving 10 portals through which Mississippi River water is flowing into the Atchafalaya River.

This step, which was taken as the Mississippi's flow rate continues to subside, reduces the amount of water moving south toward cities such as Morgan City, where the water level dropped Monday by slightly more than an inch.

With the latest closing, 100,000 cubic feet of water are heading through the Morganza spillway every second, Army Corps of Engineers spokeswoman Rachel Rodi said. Seven of the structure's 125 bays have been closed in the past week.
