    Two health regulations on 'notifiable diseases' in effect

    The government has two more health regulations, which were approved by the Chief Executive and published in yesterday's edition of the Official Gazette.
    The two regulations are named ?mechanism of notifiable diseases? and ?vaccination regime,? and are set to ?establish the mechanism of notifiable diseases, and to define their administrative sanctions.?
    The decree stipulates that those responsible for medical institutions, public or private, and the doctors who carry out the initial diagnosis of a case or the doctors who fill in certificates of death as well as technical staff who carry out laboratory diagnosis, are required to declare to the Health Bureau, within the legal timeframe, all the 42 types of diseases stipulated in the "process of notifiable diseases" that were discovered.
    The annex to this administrative regulation establishes the requirements of the declaration of natural diseases, or instances of suspected cases. In the most important diseases such as cholera, plague, yellow fever, Ebola virus, severe acute respiratory syndrome, anthrax, acute poliomyelitis, rabies it not only is necessary to make a statement declaring the suspected case, but also proceed to declare it within one hour following its knowledge.
    Some very common diseases, provided they are not cases of new types of Asian flu, need only a statement after laboratory confirmation, according to the new health regulation.

    The administrative regulation also stipulates fines and penalties to medical institutions or medical personnel that violate the administrative regulation and the technical instructions.
    If, within one hour, diseases such as cholera, plague, yellow fever, Ebola virus, severe acute respiratory syndrome, anthrax, rabies and acute poliomyelitis, are not reported, the medical personnel are liable to punishment with fine ranging from 1,000 to 4,000 patacas,and failure to declare the disease within 24 hours, is punishable by a fine of 500 to 2,000 patacas.
    The second administrative regulation states that vaccinations are free for all local residents.
    Both administrative regulations will be enforced 90 days after its publication.
