On September 9, the Emergency Headquarters of Neijiang City, Sichuan Province for the New Coronavirus Infected Pneumonia Epidemic issued a notice, requiring that from 0:00 on September 10 to 24:00 on September 12, Neijiang City’s Shizhong District, Dongxing District, Neijiang Economic Development Zone, The Neijiang High-tech Zone has implemented measures such as nucleic acid testing for all employees and strengthening community control to strengthen social epidemic prevention and control. The specific announcement is as follows:
1. Implementation time: From 0:00 on September 10, 2022 to 24:00 on September 12, 2022, dynamic adjustments will be made according to the progress of the epidemic and the needs of prevention and control.
2. Scope of implementation: the whole area of Shizhong District, Dongxing District, Neijiang Economic and Technological Development Zone, and Neijiang High-tech Zone.
3. Nucleic acid testing of all staff. All staff fully cooperate with the nucleic acid testing of all staff in accordance with the requirements of "exhaustive examination and no leakage of one person". The central urban area conducts a round of nucleic acid testing for all employees every day, and towns (villages and communities) promote nucleic acid testing for all employees. The general public is requested to pay close attention to the nucleic acid testing time announced in this area, and conduct nucleic acid testing at designated locations in an orderly manner according to the notice of the street (town) and community (village) where they are located. Persons in medium and high-risk areas and those who are isolated at home shall be implemented in accordance with relevant prevention and control regulations.
4. Strictly manage and control risk areas at different levels. High- and medium-risk areas are subject to closure and control management, and prevention and control measures such as “staying at home and door-to-door service” are implemented by category; low-risk areas are in principle at home, and do not go out unless necessary. Under the premise of self-protection, rural low-risk areas can engage in production activities, and do not gather, get together, or socialize.
5. Strengthen community control. Residential areas and non-property residential areas insist on entering and exiting through an opening, and outsiders are not allowed to enter the residential area (courtyards, buildings) without a pass. Every resident of each household can arrange for 1 person to go out alone to buy daily necessities at the nearest place with a negative nucleic acid test certificate within 24 hours, under the premise of self-protection, for a period of no more than 2 hours. Residents who have to go out for medical treatment and other special needs can enter and leave the community with the consent of the community where they live. Party members and cadres participate in grass-roots epidemic prevention and control work according to unified arrangements.
6. Strengthen the management of key places. Supermarkets, farmers' markets, medical institutions, pharmacies and other key places necessary to protect people's livelihood have strengthened entrance management, and strictly implemented prevention and control measures such as brightening codes, scanning codes, wearing masks, checking nucleic acid test reports, limiting current, and controlling distance. Except with the approval of the headquarters to guarantee the supply, all other places and stores will be closed.
7. Strictly control gathering activities. All weddings and weddings will be postponed, and banquets will not be held. Offline festivals and large-scale conferences, gatherings, gatherings and other activities will not be held, and places of worship will be closed.
8. Strictly control the flow of personnel. Passenger lines, city buses, and online taxis are suspended; cruise taxis are suspended unless approved by the headquarters and holding a pass. Social vehicles cannot go on the road without a pass, and special vehicles carrying out emergency tasks such as ambulance, firefighting, public security, and emergency rescue remain unblocked.
