I would like to live in a high risk zone (as defined by China) rather than anywhere in the UK defined as low risk.
My impression is that China has a very low threshold for declaring a "high risk" zone. It could take as little as 3 - 4 positive cases in area of a few blocks, I believe. They are trying to stop COVID-19 in its tracks. They have an extremely aggressive set of policies to try to accomplish a containment approach in a country of 1.4 billion people.

That kind of aggressive approach is certainly by far the best option, declare any area where the virus has been found a 'high risk' zone and flood it with monitoring as well as curfews.
The virus is pretty infectious, so delay just makes things worse. Lucky China that they have the means to use this.

It remains to be seen if China can successfully implement full lockdowns, even to a single apartment block, with the more infectious variants. Food and other necessary deliveries are an issue at some of these containment areas. Also, while it appears they implement severe procedures and declare "high risk" zones after only 2 - 4 positive COVID-19 cases, the case numbers are not independently verified.

I do not think any cumulative numbers from any country are accurate now. We will only know what happened with the perspective of hindsight.

          Absolutely true.
There is a German press report from an Israeli doctor stating that 184 passengers on a flight from Dubai were infected by a single individual with the more contagious variant of this virus.

If that finding is validated, lockdowns are going to be near impossible, leaving vaccines as the only possible solution.
