Personnel and measures are in place to ensure the safety of the lives and property of the majority of farmers (husbandry and fishermen).




    Strengthen monitoring and early warning.
    Strengthen communication and consultation with relevant departments such as meteorology, oceanography, and water conservancy, pay close attention to typhoon movement path, intensity and changes in weather and waves, analyze and judge the impact on agricultural production, release early warning information in time, and use radio, television, newspapers, mobile phones, The Internet and other media vigorously promote technical measures to prevent typhoons. The fishery department should immediately notify the fishing boats and personnel in the relevant waters of typhoon paths, strong winds, and large waves, and report the preparations for defensive measures such as fishing boats entering the port, fishermen evacuating and landing, and fishery administration vessels on standby. Strengthen disaster dispatch, collect, verify, and report the disaster situation in time to ensure the smooth flow of information.



    Scientific disaster prevention and mitigation.
    Organize farmers to step up efforts to reinforce agricultural production facilities such as fruit trees, greenhouses, and livestock and poultry pens, rush to harvest mature crops, and reduce disaster losses. Clean up and dredge field ditches and livestock farm drainage systems in time to prevent large-scale waterlogging. Strengthen the management of fishing vessels suspended in the port, and actively investigate and clean up hidden accidents. Immediately mobilize fishing boats and breeding personnel operating in relevant sea areas to return to the port or nearby to avoid wind and waves as soon as possible, implement the marshalling production system, timely strengthen and maintain fishing port facilities and dams, and do a good job in the protection of breeding facilities to ensure the safety of personnel. Instruct farming enterprises, schools, hospitals and other units to do relevant prevention work.




    Pay close attention to production and save ourselves.
    Strengthen classification guidance, formulate and improve farming, animal husbandry and fishery production recovery plans in accordance with local conditions, and help and guide farmers (herders, fishermen) to carry out production self-rescue. Increase investment in machinery and manpower, and timely drainage and removal of waterlogging. Do a good job in the adjustment and transportation of production materials such as seeds, seedlings, fertilizers, pesticides, and vaccines, and guide farmers to replant and replant based on the characteristics of the farming season and the region. Do a good job in replenishment of livestock, poultry and breeding stock, and guide disaster-stricken farmers to make replenishment in time. Repair the ports, dams, fishing boats, fish ponds and breeding facilities damaged by the typhoon as soon as possible to help farmers replenish the washed fry in time. Strengthen the prevention and control of animal diseases in disaster areas and the monitoring and control of crop diseases and insect pests, do a good job in the disinfection and harmless treatment of dead animals after the disaster, and prevent the outbreak of major animal diseases, zoonotic diseases and crop diseases and insect pests after the disaster. Urge relevant insurance agencies to determine damages and settle claims as soon as possible on the insured fishing boat facilities.
