On June 2, Xinwang reported that, in order to comprehensively improve the emergency response capabilities for sudden animal epidemics and strengthen the defense line for high-quality development of animal husbandry and public health security, the Qingdao 2026 Emergency Drill for Sudden Animal Epidemics was successfully held recently at the Nancun Animal Health and Product Quality Supervision Station in Pingdu City.
This exercise was hosted by the Qingdao Municipal Command Office for the Prevention and Control of Major Animal Diseases and the Qingdao Municipal Bureau of Agriculture and Rural Affairs, and organized by the Pingdu Municipal Command Office for the Prevention and Control of Major Animal Diseases and the Pingdu Municipal Bureau of Agriculture and Rural Affairs. More than 80 key personnel from the agricultural and rural affairs bureaus of Qingdao and its 10 districts and cities, as well as members of the Pingdu Municipal Command Office for the Prevention and Control of Major Animal Diseases, participated in the exercise.
The drill combined live-fire exercises with training and competition, simulating scenarios of highly pathogenic avian influenza and African swine fever outbreaks. Following relevant emergency implementation plans, a Level IV emergency response was initiated. The drill covered the entire process, including outbreak reporting and confirmation, on-site investigation and diagnosis and initial response, emergency response and handling, and termination of the emergency response and post-disaster management. The drill focused on seven key areas: personal protective equipment, epidemiological investigation, sample collection, emergency immunization, culling and harmless disposal, disinfection, and public opinion management. The on-site competition comprehensively tested the professional skills and collaborative capabilities of the grassroots epidemic prevention teams.
In the scenario of epidemic reporting and on-site investigation and diagnosis, each emergency response team strictly followed protective equipment requirements, simulated conducting emergency epidemiological investigations on a hypothetical farm owner, and completed the collection of samples such as blood, swabs, and spleen. During the emergency response and handling phase, participants collaborated effectively, carrying out emergency immunization, livestock culling and harmless disposal, and disinfection in an orderly manner, demonstrating standardized operations and excellent teamwork. In the post-disaster management phase, each team drafted and read aloud a statement on-site, representing the district/municipal command center for the prevention and control of major animal diseases, demonstrating good public opinion response skills in response to simulated public opinion events.
The entire drill was well-organized and closely resembled real combat, with participants displaying high spirits and skillful operation, fully demonstrating the solid professional foundation and excellent morale of Qingdao's grassroots animal disease prevention teams. After the drill, the responsible official from the Qingdao Municipal Bureau of Agriculture and Rural Affairs provided on-site feedback, fully affirming the drill's effectiveness and outlining specific requirements for future animal disease prevention and control work.
The successful exercise further tested the practicality and operability of Qingdao's emergency response plan for sudden animal epidemics, trained grassroots emergency response teams, and enhanced regional coordination capabilities. Pingdu City, as the host city, meticulously prepared for the exercise, ensuring adequate facilities, animals, supplies, and logistical support, providing solid support for its smooth execution. Moving forward, Pingdu City will use this exercise as an opportunity to carefully summarize its experiences, continuously improve its emergency management system, and effectively strengthen the animal disease prevention and control barrier, making a positive contribution to safeguarding the safety of the livestock industry, public health, and the health of the people.
