    I have just found the following

    China Natinal HFPC publicized Monthly Report of "
    National Statutory Epidemic Situation for February" on March 20, 2018.
    I guess they are backdating the date of announcement. as I checked the site on Mar. 21 12:00 (JST), there is no report.

    Here, one diagnosed case and one death ( H7N9 avian flu) is opened to the public.

    National Statutory Epidemic Situation of Communicable Diseases in February 2018

      In February 2018 (0:00 on February 1, 2018 to 22:00 on February 28), the country (excluding Hong Kong, Macao, Taiwan, the same below) reported a total of 520,152 communicable diseases and 1037 deaths. Among them, Class A infectious diseases have no reported onset or death. Infectious atypical pneumonia, diphtheria, poliomyelitis, and highly pathogenic avian influenza infections of Class B infectious diseases were not reported or reported deaths. The remaining 22 infectious diseases reported a total of 236,282 cases and 982 deaths. The top five disease incidences reported were viral hepatitis, tuberculosis, syphilis, gonorrhoea, and diarrhea, which accounted for 96% of the total reported cases of type B infectious diseases.
      In the same period, filariasis was not reported to have morbidity or death in category C infectious diseases, and a total of 283,870 cases were reported for the remaining 10 infectious diseases, with 55 deaths. The former three diseases were reported incidence of influenza, other infectious diarrhea and hand-foot-mouth disease, accounting for 95% of the total reported cases of class C infectious diseases

      Thanks Miyamoto! I agree they back dated the report. I have been checking everyday and there was nothing available to see on March 21.
