The bizarre sentence in the above narrative says there were no high pathogenic avian flu cases in November. Besides the 6 reported high pathogenic H7N9 cases, there were 2 H5N6 cases reported and confirmed by WHO:

Female, 47, [Luo], onset and hospitalized on November 18, died on November 20, Shaoyang, Whugang, Hunan Death WHO rpt Dec 7

Female, 30, onset November 8, hospitalized November 18 in critical condition, Luizhou, Guangxi WHO rpt Dec 7

The 2 H5N6 cases are not disclosed in the list of diseases:

The reported total of high pathogenic flu cases in China for November adds to at least 8.

I think the customary narrative is to deny human novel flu cases and someone preparing the monthly report did not correct the standard paragraph..
