I would like to draw your attention to an error in part (2) of the
ProMED-mail report dealing with the current outbreak of disease in
poultry in Jiansu province (see: Avian influenza (125): China (JS)
20081222.4031). It is stated that: "the avian influenza H5N1 Re-4
variant strain, highly homologous to the variant strain that appeared
2 years ago in Shanxi Province and different than the strain[s] which
first circulated in the south [of China]. Research by the national
reference lab shows that this virus [strain] has an extremely low
rate of transmission to mammals, and there has never been a human
case involving this virus [strain]."

On the contrary there has in fact been a human case of avian
influenza H5N1 infection with clade 7 (the clade that is currently
causing outbreaks in Jiangsu China).

ProMED issued the above correction on Dec 23/24 citing an anonymous reader for the comment that the H5N1 in Jiangsu (clade 7) has infected a human.

However, ProMED receives Recombinomics commentaries which stated that clade 7 was either likely or confirmed to be the Jiangsu virus and the commentaries noted the prior human case on Dec 17

Wu said that the mutant H5N1 virus found in the two cities were similar to the one found on sample chickens in north China's Shanxi Province in 2006.

China has developed effective vaccines to fight the virus.

"The vaccine has been sent to poultry farmers for free. The vaccination work will be finished by Saturday," he said.

The above comments indicate the vaccine-resistant H5N1in Jiangsu province (see updated map) is clade 7 and closely related to A/chicken/Shangxi/02/2006 which was from an outbreak that began in 2005 but was not controlled until 2006 even though OIE reports described three different vaccines used to try to bring outbreaks under control.

The sequence for that outbreak has been released and it had a large number of non-synonymous changes, including multiple changes in or near the receptor binding domain. Moreover, clade 7 had been isolated from the first confirmed case in China, A/Beijing/1/2003, and appears to be circulating in Vietnam also.

Although the recent OIE report indicated the H5N1 was isolated from asymptomatic poultry, the outbreaks in 2005/2006 were lethal (in the 2006 outbreak 20% of the birds had died prior to culling – most of the birds had died in 2005).

Release of sequence data from the Jiangsu outbreak would be useful.

The recent tide of poultry death in two cites in east China's Jiangsu Province was not from the infection of bird flu, said an agricultural official here on Friday.

The provincial agriculture and forest bureau held a press conference on Friday to clarify wrong reports by some media saying sample chickens, which were tested positive of mutant H5N1 virus from Dongtai City and its neighboring Hai'an County were among the dead chickens.

"The sample chickens for the test were living ones, which did not show symptoms of sickness," said Wu Peiliang, head of the bureau.

He said the provincial animal disease prevention and control center has found the tide of chicken death was resulted from a respiratory syndrome, which was mainly caused by low temperature.

The bureau did not give the figure on dead chickens.

Wu said that the mutant H5N1 virus found in the two cities were similar to the one found on sample chickens in north China's Shanxi Province in 2006.

China has developed effective vaccines to fight the virus.

"The vaccine has been sent to poultry farmers for free. The vaccination work will be finished by Saturday," he said.

A total of 377,000 birds have been killed after the bird flu virus was found in the province, the agriculture ministry said on Tuesday.

But no outbreak of the bird flu was reported in the two areas and their nearby regions, the ministry said.

China's official Xinhua news agency said officials had culled 377,000 birds on farms around Dongtai city and neighboring Hai'an county after an outbreak was confirmed to have been caused by the deadly H5N1 virus.
But poultry farmers were unaware of the potential health risks of the outbreak, and local official news outlets said they hadn't reported the story.

"We lost about 40,000 or 50,000," a poultry farmer near Dongtai city said. "Now, even the chicks are getting infected. We are having to deal with this ourselves. We are burying them in pits."
Dongtai is home to an estimated 10 million farmed poultry.
"They haven't managed to come up with a vaccine yet, and we have had no help from officials. If, as you say, this disease could be a danger to human life, then we didn't know about it. The government should send people down here to take care of it," she added.
Lack of information

Another farmer in the area, surnamed Li, said he didn't know about the outbreak, or what caused it, despite announcements by the Agriculture Ministry in Beijing.
"Chickens die as a normal part of running a poultry business," he said.

"I'm not sure when this took place. There are so many poultry farmers in this region. I haven't heard anything locally about whether this was in fact bird flu. It is only one of the diseases that can affect poultry, after all," Li added.
The first farmer partially confirmed a report by the Hong Kong-based Information Center on Human Rights and Democratic Movement in China, which said some sick chickens had been taken to Shanghai, Shandong, or Guangdong and sold in the wake of the oubreak.
"All of the farms did this. A few would die every day, and then we would just sell them anyway."
She said the poultry merchants then realized there was a problem and started to drop the prices they would give for the chickens.
Local media silence

She said she had heard no announcement from the Agriculture Ministry and had no idea where the chicken carcasses ended up.

She had no idea that the central government was offering compensation of 10 yuan per chicken to farmers who slaughtered sick birds.

Local news outlets said they hadn't reported the story.
"We haven't heard anything about this," a duty editor in the newsroom of the Dongtai Daily News said.

But local police said strict controls were being imposed on the movement of any poultry in the area.
An employee who answered the phone at the Sancang township police station, where a large number of poultry farms are concentrated, said the area had been placed under quarantine to ensure that no sick poultry was taken elsewhere.
"The government has dispatched people to every intersection in this area, and they are carrying out roadside checks to prevent infected chickens from being moved around. The checks are continuing [Wednesday]. They have been going on for some time now, although I don't know the details."

The virus hasn't been reported in any other locations, and UN Food and Agriculture adviser Vincent Martin sought to play down fears of an outbreak of bird flu in China, which has already seen three confirmed human deaths from bird flu this year.
Martin said the FAO had been notified by Chinese authorities on Tuesday about the outbreak, which could have been triggered by migratory birds.
