Announcement of Ministry of Agriculture and Suspected Suspect of Avian Influenza in Kagawa

    2018/1/10

The Ministry of Agriculture, Forestry and Fisheries announced on January 10 that cases suspected of highly pathogenic avian influenza, a domestic animal infectious disease, were confirmed at the poultry farm of Sanuki City, Kagawa Prefecture. It is the first time in this winter if it is formally confirmed, it is the first since March 2017 occurred in Miyagi prefecture and Chiba prefecture.

On the same day, the Ministry of Agriculture and Forestry held a headquarters for measures and confirmed the extension prevention in cooperation with Kagawa Prefecture.

According to the Ministry of Agriculture, Forestry and Fisheries, at a poultry farm where there was a report of suspected infection, about 100,000 chickens for meat are raised. A report was made from a poultry farm to the livestock health and hygiene center in Kagawa prefecture on the 10th. As a result of simple examination, it turned out to be positive.
The details are confirmed by genetic testing, and the result is also found on the evening of 10th. If infection is confirmed, it will be killed promptly.

In the poultry farm where the suspicion of avian influenza turned out, it has already refrained from moving chickens already. The agriculture minister said, "We would like to work closely with Kagawa Prefecture and related ministries and agencies to ensure that measures to prevent epidemics are implemented in order to prevent spreading."

      government confirmation

Confirmation of cases suspected of highly pathogenic avian influenza in Kagawa prefecture and holding of "Ministry of Agriculture, Forestry and Fisheries Against Avian Influenza Preparedness Measures Headquarters"

Ministry of Agriculture , Forestry and Fisheries January 10, Heisei 30

Today, at the meat chicken farm in Sanuki City, Kagawa prefecture, a case of suspected highly pathogenic avian influenza, a domestic animal infectious disease, was confirmed. Following this, the Ministry of Agriculture, Forestry and Fisheries today held "Ministry of Agriculture, Forestry and Fisheries Against Avian Influenza Preparedness Measures Headquarters" and decided on future response policy.
The farm has refrained from moving the breeding grounds etc. from the time when the farmer reported it.
In Japan, there have not been reported cases of human infection with avian influenza virus by eating poultry meat and poultry eggs so far.
Cooperation is requested so that coverage at the scene is strictly refrained from the fact that it may cause spread of the disease and infringe the privacy of farmers.

      1. Outline of farm

      Location: Kagawa Prefecture Sanuki-shi
Feeding situation: meat chicken (about 100,000 birds)

      2. Background

      (1) Today, Kagawa Prefecture received a report to the effect that dead meat chickens have increased, requested the farm to refrain from moving and conducted on-site inspection on the farm.
      (2) A simple influenza test was conducted on the meat chicken and it was positive.
      (3) Currently, genetic testing is being conducted on the meat chicken.

      3. Future response

Based on the result of the genetic test, if it is confirmed that it is a pseudo-affected animal of highly pathogenic avian influenza, the following measures are taken based on "Guidelines for Specific Animal Infectious Disease Control for Highly Pathogenic Avian Influenza and Low Pathogenic Avian Influenza" We will carry out.

      (1) setting and restoring the breeding grounds of the farm ,
      (2) setting the movement restricted area for the area within 3 km radius from the farm, and

      (3) the area within the 10 km radius restricted area Implementation of necessary epidemic measures such as setting promptly and accurately.
      2. Immediately conducted checking of the occurrence situation on the farm within the movement restricted area.
      3. In order to prevent the spread of infection, strengthen disinfection around the farm and place disinfection points on the main road.
      4. Food, Agriculture ? Rural Policy Council Animal Health Subcommittee Meet the Subcommittee on Disease of Iceration and obtain technical advice necessary for anti-epidemic measures.
      5. Dispatch experts from the Ministry of Agriculture, Forestry and Fisheries and the Agricultural Organization Animal Health Research Division to the site to accurately grasp the infection situation, infection route, etc. and to examine appropriate precautionary policy.
      6. We dispatch "emergency support team" from various quarantine stations, livestock breeding centers, etc., as necessary, to support the prevention and control of kagawa prefecture such as killing and embedding.
      7. Dispatch epidemiological survey team.
      8. Notify all prefectures of early detection of this disease and thorough early reporting.
      9. We will strive to provide accurate information to producers, consumers, distributors etc. while fully working with related ministries and agencies. 4. Other

      (1) The farm has refrained from moving farmers etc. from the time when the farmers reported.
      (2) In Japan, there have not been reported cases of human infection with avian influenza virus by eating poultry meat and poultry eggs so far.
      (3) Thank you for your cooperation in order to refrain from scrutinizing the interview in the field, as it may cause the spread of the disease and infringe the privacy of farmers.
      (4) Since we will make efforts to provide information promptly and accurately, cooperation is requested so that stakeholders and consumers, such as producers, will not be confused by unfounded rumors.

On the 10th, more than 50 chickens were found dead at the poultry farm in Sanuki City, Kagawa Prefecture, and a more detailed examination was done because the positive reaction of avian influenza came out with a simple examination, but the result could not be judged The Ministry of Agriculture, Forestry and Fisheries and Kagawa Prefecture decided to conduct a reinspection on 11th, and began preparations.

According to Kagawa prefecture, 10 people reported that 55 chickens for meat were dead from chicken farm in Sanuki city, Kagawa prefecture, and as a result of the prefecture's simple inspection, 3 out of 11 birds of type A A positive reaction of influenza has emerged.

The prefecture inspected the genes of the virus in further detail, but the Ministry of Agriculture, Forestry and Fisheries and Kagawa Prefecture decided to conduct a re-examination on the morning of 11, saying that contradiction occurred in the content and could not judge the result, samples from chickens We began preparation such as collection of.

The reexamination is carried out by carrying samples to the national institution in Tsukuba city, Ibaraki prefecture in addition to the prefectural institution, and it is expected that the experts will examine the results, and it will be known early Monday the 12 th.

When the positive reaction of avian influenza is confirmed by reexamination, the prefecture incinerates and disposes of 51 thousand birds raised and checks the chickens at eight other poultry farms within 3 kilometer radius I make it a point.

If bird flu in raised birds is confirmed, it is the first time in Shikoku, it will be the first time this season in the whole country.

Epidemiological comments On 10 January 2018, the local veterinary service in Kagawa Prefecture received a notification from a domestic broilers farm on an increase in the number of dead birds (55 birds on the same day). The samples were sent to the laboratory of the local veterinary service (Tobu Livestock Hygiene Service Centre) and the samples from dead birds and live birds were confirmed as avian influenza virus positive by antigen-capture kits. On 11 January, the Centre conducted RT-PCR and RRT-PCR tests and confirmed that the subtype was H5. On 12 January, the sequencing of the H5 gene was carried out by the National Institute of Animal Health (NIAH) and the causative virus was determined as highly pathogenic avian influenza virus. On the same day, NIAH conducted the RT-PCR test and confirmed that the subtype of the virus was H5N6. Stamping-out policy was applied to the affected farm. Destruction of all the susceptible 51000 birds in the affected farm and 40000 birds in an epidemiologically linked farm is being implemented. Movement and shipment restrictions are imposed on the farms within a radius of 3 km and 3-10 km of the affected farm respectively. Full genome sequencing of the virus is undergoing.

                ...
Workers finished sterilizing equipment at 2 chicken farms in the city of Sanuki in Kagawa Prefecture on Sunday. They also treated the chicken feed with heat.

About 91,000 chickens were culled after the H5N6 type of bird flu virus was detected at one of the 2 farms on Thursday.

Authorities say nothing out of the ordinary has been found at 26 other farms within a 10-kilometer radius.
