Very high radiation, little water in Japan reactor

By MARI YAMAGUCHI, Associated Press ? 50 minutes ago
TOKYO (AP) ? One of Japan's crippled nuclear reactors still has fatally high radiation levels and hardly any water to cool it, according to an internal examination that renews doubts about the plant's stability.

    snip

Tuesday's examination with an industrial endoscope detected radiation levels up to 10 times the fatal dose inside the chamber. Plant officials previously said more than half of the melted fuel has breached the core and dropped to the floor of the primary containment vessel, some of it splashing against the wall or the floor.

Fukushima Nuke Plant Remains In `Precarious State?

          # 6251

Unless we are directly affected by them, once a disaster moves off the front pages, we tend move on as the never ending parade of newer, more immediate concerns emerge.
A year ago, the world watched in horror as Japan reeled from a monstrous earthquake/tsunami followed by a major nuclear accident.
Over time, as the recovery efforts proceeded and the nuke plants were finally deemed `stable?, the triple disaster of Fukushima has faded for most of us.

But as we learn from a report in the New York Times today, the reactor at Fukushima may be in worse shape than previously admitted, and its current stability is precarious at best.
Japan Admits Nuclear Plant Still Poses Dangers

          By HIROKO TABUCHI

TOKYO ? The damage to the core of at least one of the meltdown-stricken reactors at Fukushima could be far worse than previously thought, raising fresh concerns over the plant?s stability and gravely complicating the post-disaster cleanup, a recent internal investigation has shown.
          (Continue . . .)

Follow the link to read the entire article to learn about the specifics, including much lower water levels over the fuel rods than previously reported, and much higher levels of radiation inside the containment buildings.

But the `money quote? comes from Kazuhiko Kudo, a professor of nuclear engineering at Kyushu University, at the end of the article who warns:
?The plant is still in a precarious state.

Unfortunately, all we can do is to keep pumping water inside the reactors, and hope we don?t have another big earthquake.?

Cleanup of these plants may take decades, and until that can be accomplished, they remain vulnerable to additional seismic shocks.

          Posted by Michael Coston at <a class="timestamp-link" href="http://afludiary.blogspot.com/2012/03/fukushima-nuke-plant-remains-in.html" rel="bookmark" title="permanent link"><abbr class="published" title="2012-03-29T13:28:00-04:00">1:28 PM</abbr>

TEPCO fails to locate leak in Fukushima plant's No. 2 reactor

                April 19, 2012

A robot failed on April 18 to locate a leak of radioactive water from the Fukushima No. 1 nuclear power plant?s No. 2 reactor.

                snip

TEPCO, which is under pressure to make progress on decommissioning the reactors, is injecting 200 tons of water into the reactor every day to cool its nuclear fuel, but water contaminated with radioactive materials is flowing into the pressure suppression chamber and then leaking out of that chamber.

                snip

TEPCO also plans to survey the No. 3 reactor, where contaminated water is also leaking.

Why Fukushima is a Greater Disaster Than Chernobyl
                  April 24, 2012
                  Warning Signs for the US
                  by ROBERT ALVAREZ

In the aftermath of the world?s worst nuclear power disaster, the news media is just beginning to grasp that the dangers to Japan and the rest of the world posed by the Fukushima-Dai-Ichi site are far from over. After repeated warnings by former senior Japanese officials, nuclear experts, and now a U.S. Senator, it is sinking in that the irradiated nuclear fuel stored in spent fuel pools amidst the reactor ruins may have far greater potential offsite consequences than the molten cores.
                  [snip]
The stark reality, if TEPCO?s plan is realized, is that nearly all of the spent fuel at the Da-Ichi containing some of the largest concentrations of radioactivity on the planet will remain indefinitely in vulnerable pools. TEPCO wants to store the spent fuel from the damaged reactors in the common pool, and only to resort to dry, cask storage when the common pool?s capacity is exceeded. At this time, the common pool is at 80 percent storage capacity and will require removal of SNF to make room. TEPCO?s plan is to minimize dry cask storage as much as possible and to rely indefinitely on vulnerable pool storage. Senator Wyden finds that TEPCO?s plan for remediation carries extraordinary and continuing risk. He sensibly recommends that retrieval of spent fuel in existing on-site spent fuel pools to safer storage in dry casks should be a priority.

Given these circumstances, a key goal for the stabilization of the Fukushima-Daichi site is to place all of its spent reactor fuel into dry, hardened storage casks. This will require about 244 additional casks at a cost of about $1 mllion per cask. To accomplish this goal, an international effort is required ? something that Senator Ron Wyden (D-OR) has called for. As we have learned, despite the enormous destruction from the earthquake and tsunami at the Dai-Ich Site, the nine dry casks and their contents were unscathed. This is an important lesson we should not ignore.

Despite the Japanese PM's optimistic assessment of Fukushima, experts have new worries about the plant's recovery

Tepco revealed at the end of March that protective water levels in the containment vessel of Reactor No 2, were far shallower than they had expected, which might mean that the uranium fuel rods there are no longer completely submerged, and are heating up. The Japan Times reported on 29 March that radiation inside the vessel has reached 73 sieverts per hour ? high enough to administer a lethal dose to a human in a matter of minutes, even to disable the robotic devices which are sent regularly into the reactor to monitor what is happening there.

Conditions elsewhere in the plant are more difficult to assess. Reactors 1 and 3, both of which melted down after the earthquake and tsunami last year, are currently sealed and impossible to enter, even by robots. So we don't know what is going on inside those crippled structures.

But nuclear experts say that their biggest concern involves Reactor 4, which sustained severe structural damage during the earthquake and subsequent hydrogen explosions which collapsed its roof. This is where hundreds of tons of spent fuel sits perched 100 feet above the ground in a cooling pool exposed to the open sky....

                      Fukushima owner is nationalized

It was as inevitable as cherry blossoms blooming in springtime: sooner or later, Japan had to nationalize the Tokyo Electric Power Company (TEPCO), the owner of the ruined Fukushima Daiichi nuclear plant. Today the government announced a ?1 trillion (US$12.5 billion) plan to bail out the country?s largest utility, and at least temporarily take control.
                      [snip]
The latest aid comes with strings attached. Under the terms of the deal, the government will hold more than half of TEPCO?s voting shares. It will also control a significant amount of stock in the company. According to the Mainichi, the utility will be tasked with clean-up, reparations to evacuees forced to leave their homes, and providing a stable supply of electricity to the Tokyo region. The government is also expected to call for further openness at the firm, which had a spotty safety record even before the Fukushima accident....

Fukushima Reactor 4 poses massive global risk

                          Andy Johnson, CTVNews.ca

Date: Saturday May. 19, 2012 7:06 AM ET

More than a year after a devastating earthquake and tsunami triggered a massive nuclear disaster, experts are warning that Japan isn't out of the woods yet and the worst nuclear storm the world has ever seen could be just one earthquake away from reality.

The troubled Reactor 4 at the Fukushima Daiichi nuclear plant is at the centre of this potential catastrophe.

Reactor 4 -- and to a lesser extent Reactor 3 -- still hold large quantities of cooling waters surrounding spent nuclear fuel, all bound by a fragile concrete pool located 30 metres above the ground, and exposed to the elements.

A magnitude 7 or 7.5 earthquake would likely fracture that pool, and disaster would ensue, says Arnie Gundersen, a nuclear engineer with Fairewinds Energy Education who has visited the site.

The 1,535 spent fuel rods would become exposed to the air and would likely catch fire, with the most-recently added fuel rods igniting first.
The incredible heat generated from that blaze, Gundersen said, could then ignite the older fuel in the cooling pool, causing a massive oxygen-eating radiological fire that could not be extinguished with water.

"So the fear is the newest fuel could begin to burn and then we'd have a conflagration of the whole pool because it would become hotter and hotter. The health consequences of that are beyond where science has ever gone before," Gundersen told CTVNews.ca in an interview from his home in Vermont.

TOKYO ? A heavily damaged reactor building at the tsunami-stricken Fukushima Daiichi nuclear plant has a slight tilt, but the tilt does not pose a risk to the integrity of the building, according to the plant?s operator.

The Tokyo Electric Power Company, or Tepco, said in a report on Monday to Japanese nuclear regulators that at least two of the walls of the No. 4 reactor building are bulging outward at various points and that the building is tilting. The biggest bulge measured about 1.8 inches about a third of the way up the building, the report said. ...
