          The epidemiological situation with respect to highly pathogenic avian influenza (HPAI) is worrying: since August 1, 25 cases have been detected in wildlife and other captive birds in Europe. Since September 2, two H5N8 cases have been reported in Belgium, one in an ornamental bird trader; the other at an individual. Luxembourg has also declared a case in an individual, directly related to the sales made by the aforementioned Belgian trader.

          In addition, in France, the national reference laboratory of ANSES confirmed on September 9 an H5N8 outbreak in a private owner of poultry (ducks, chickens, turkeys, pigeons) in the Ardennes department. All the animals were euthanized on September 8, early, to prevent the spread of the virus, and protection and surveillance zones were immediately put in place around the outbreak.

          This case does not call into question the status recovered by France on September 2 as an “influenza-free country”.


          In view of these developments and taking into account the probable persistence of the virus in wildlife (migratory and residential), the Minister of Agriculture and Food has decided to raise the level of risk from "negligible" to " moderate ” throughout the metropolitan area. This decision was taken after informing the poultry industry professionals and the National Federation of Hunters. Julien Denormandie calls for strict compliance with biosecurity measures and increased surveillance on the part of professional actors, individuals who keep birds and hunters.

          As a result, preventive measures are made mandatory from September 10 in municipalities located in so-called special risk areas (ZRP), that is to say sheltering wetlands frequented by migratory birds. The list of municipalities concerned is defined by the ministerial decree of March 16, 2016 .

          The measures that apply are as follows:
          • sheltering poultry;
          • ban on the gathering of birds (for competitions for example);
          • a ban on the participation of birds originating from ZRP in gatherings organized in the rest of the territory;
          • limited authorizations for the transport and introduction into the natural environment of game birds and the use of decoys;
          • ban on racing pigeon competitions;
          • compulsory vaccination in zoos for birds that cannot be confined or protected under netting.
          These measurements are accompanied by daily clinical monitoring in all farms (commercial and non-commercial).

          In this context, the rapid and complete implementation of the roadmap signed on July 8 between the State and professionals to avoid a new epizootic is essential. It will make it possible to better protect farms in the face of the “influenza” risk via the various measures it entails: reinforced obligation to shelter poultry in the event of increasing risk; implementation of stricter prevention (biosecurity) rules; reduction in the densities of palmipeds in the southwest, management of game movements and callers to limit contact with wildlife, etc.

                Avian influenza: 43 municipalities of Gers in areas at risk of spread
