    TOKYO, Jan. 29 (Xinhua) -- A farm in Gifu Prefecture, central Japan, is the latest to confirm the presence of swine flu that has been rampant in the region since September, local authorities said Tuesday.
    Prefectural authorities in Gifu have enlisted the help of Japanese Ground Self-Defense Force (GSDF) troops to carry out the 1,600-pig cull and to bury the carcasses.
    A new case of swine flu, the seventh in Japan, was revealed after tests were conducted at a farm in the city of Kakamigahara in Gifu Prefecture, officials said.
    Around 150 pigs will also be culled, prefectural officials added, after pigs were shipped from the infected farm to a local market in Gifu city. In the city of Motosu, where 80 piglets had been purchased from the farm, around 900 pigs will be culled.
    In December, GSDF troops helped officials in Gifu cull 8,000 pigs, following the sixth positive case of swine flu, which is also known as hog cholera, being detected in Seki, also in Gifu prefecture.
    Unless the epidemic is eradicated, Japan will not be able to export pork products to the European Union under a new trade pact that will come into effect on Friday, Japan's Farm Minister Takamori Yoshikawa said Tuesday.
    He said he has mandated new measures to more strictly control the epidemic.

      Epidemiological comments 1. 7th affected farm On 28th Jan. several pigs were found to have high fever and respiratory symptoms and reported to the Gifu Central Livestock Hygiene Service Centre (LHSC). Official veterinarians of the Gifu Central LHSC immediately visited the farm to conduct clinical inspection and found a pig dead. Official veterinarians conducted necropsy examination of the dead pig at the Gifu Central LHSC. The tissue samples of the dead pig were tested for Classical Swine Fever (CSF) virus by RT-PCR at the Gifu Central LHSC and found to be positive on 29th Jan. Movement and shipment restriction are imposed on the farms within a radius of 3km and 10km on the affected farm respectively. Stamping-out is being carried out on the affected farm. 2. 6th Affected farm Removal of movement restriction zone (MRZ): On 00:00 of 26th January, movoment restrictions, which were established within 3km radius of the affected farm, were lifted as 28 days have passed after the completion of full implementation of control measures (stamping out, disinfection etc.) at the 6th affected farm. 3. Summary of the wild boar surveillance: As of the 28st of January, 689 wild boars (73 dead and 616 captured) in Gifu prefecture have been tested and 105 (38 dead and 67 captured) were found to be positive for CSF by RT-PCR since 13th of September. 53 wild boars (12 dead and 41 captured) in Aichi prefecture have been tested and 6 were found to be positive (1 dead and 5 captured) for CSF by RT-PCR since 14th of September. Among the other prefectures, 156 dead wild boars in 36 prefectures were tested and all were found to be negative by RT-PCR since the 14th of September(*). (*): All prefectures are requested to conduct CSF testing on dead wild boars.

          Swine flu spreads in Japan; gov't warns of 'extremely serious' phase

          NAGOYA Japan's swine fever epidemic is spreading, with local authorities in five central and western prefectures saying Wednesday they are struggling to contain the highly contagious virus that was first reported in September.
          "We are facing an extremely serious situation," farm minister Takamori Yoshikawa told a meeting at his ministry in Tokyo while instructing officials to take thorough countermeasures. The ministry also set up a special task force in Gifu Prefecture to step up containment efforts.
          Spreading from farms in Gifu, the hog cholera virus was newly detected by prefectural and local authorities at farms in neighboring Aichi as well as in Osaka, Shiga and Nagano prefectures.
          The total number of pigs to be culled at affected farms is expected to reach 15,000.
          "It worries me that we don't know how the disease is spreading," said a pig farmer in Iida, Nagano Prefecture. "The only thing we can do is to thoroughly manage hygiene."
          The disease does not affect humans even if meat from an infected animal is consumed, but it is fatal to pigs and boars.

            Epidemiological comments 1. Epidemiologically related farm of the 7th affected farm (Motosu City in Gifu, 29/01/2019) On 17th Jan. 80 pigs were introduced into this farm from the 7th affected farm. On 29th Jan. official veterinarians of the Gifu Central Livestock Hygiene Service Centre (LHSC) visited the farm to conduct clinical inspection. Official veterinarians collected blood samples. The blood samples were tested for Classical Swine Fever (CSF) virus by RT-PCR at the Gifu Central LHSC and found to be positive on 30th Jan. Stamping out, and disinfection of contaminated materials and tools as well as inside of the farm were completed on 1st Feb. 2. 8th affected farm (Toyota city, Aichi, 05/02/2019) On 4th Feb. several pigs were found to have low appetite and reported to the Aichi Central LHSC. Official veterinarians of the LHSC immediately visited the farm to conduct clinical inspection and blood sampling. Official veterinarians conducted RT-PCR for CSF virus and found to be positive on 5th Feb. The National Institute of Animal Health (NIAH) carried out the sequencing analysis of the amplified products and the NIAH confirmed that this was a case of CSF on 6th Feb. Result of the sequencing analysis suggests that the virus of the 8th case is classified into the same phylogenetic cluster with those of the previous 7 cases and some wild boars captured in Gifu and Aichi. Movement and shipment restriction are imposed on the farms within a radius of 3km and 10km on the affected farm respectively. Stamping-out is being carried out on the affected farm. 3. Epidemiologically related farms of the 8th affected farm (Tahara city in Aichi, Iida city in Nagano, Ena city in Gifu, Ohmihachiman city in Shiga, and Higashi Osaka city in Osaka, 05/02/2019) Immediately after the confirmation of the 8th case in Aichi, epidemiologically related farms were identified. These farms have introduced piglet from the 8th affected farm. The official veterinarian of the LHSC of each prefecture visited the epidemiologically related farms and collected samples. RT-PCR for CSF virus were conducted at the LHSC in each prefecture and samples were found to be positive on 6th Feb. Stamping out of all pigs is being carried out in these farms. 4. Summary of the wild boar surveillance: As of the 4th Feb, 710 wild boars (79 dead and 631 captured) in Gifu prefecture have been tested and 112 (41 dead and 71 captured) were found to be positive for CSF by RT-PCR since 13th of September. 59 wild boars (14 dead and 45 captured) in Aichi prefecture have been tested and 10 were found to be positive (1 dead and 9 captured) for CSF by RT-PCR since 14th of September. Among the other prefectures, 161 dead wild boars in 36 prefectures were tested and all were found to be negative by RT-PCR since the 14th of September(*). (*): All prefectures are requested to conduct CSF testing on dead wild boars.

              Epidemiological comments 1. The 9th affected farm (Tahara city in Aichi, 12/02/2019) On the 12th of February, official veterinarians of the Aichi Central Livestock Hygiene Service Centre (LHSC) visited the 9th affected farm to conduct clinical inspection. This farm was identified to be epidemiologically related to the 8th affected farm (Toyota City in Aichi, 05/02/2019). Official veterinarians collected samples. The samples were tested for Classical Swine Fever (CSF) virus by RT-PCR at the Aichi LHSC and found to be positive on 13th February. Stamping out and disinfection of contaminated materials, tools and facilities are being carried out. 2. Epidemiologically related farms to the 9th affected farm (Tahara city in Aichi, 13/02/2019) On the 14th of February, epidemiologically related farms which share some facilities and vehicles with the 9th affected farm were identified. The samples were tested for Classical Swine Fever (CSF) virus by RT-PCR at the Aichi LHSC. The samples from one of the epidemiologically related farms were found to be positive on 14th February. Stamping out and disinfection of contaminated materials, tools and facilities are being carried out on all the epidemiologically related farms regardless of the tests results. 3. The 8th affected farm (Toyota city, Aichi, 05/02/2019) Stamping out and disinfection of contaminated materials, tools and facilities were completed on 12th February. 4. Epidemiologically related farms to the 8th affected farm (Tahara city in Aichi, Miyada village in Nagano, Ena city in Gifu, Ohmihachiman city in Shiga and Higashi Osaka city in Osaka, 05/02/2019) Stamping out and disinfection of contaminated materials, tools and inside the farm was completed on 8th February (Miyada village in Nagano, Ena city in Gifu and Ohmihachiman city in Shiga). Stamping out and disinfection of contaminated materials, tools and inside the farm was completed on 10th February (Tahara city in Aichi). Stamping out was completed on 10th February and disinfection of contaminated materials is being carried out (Higashi Osaka city in Osaka). 5. Summary of the wild boar surveillance As of the 12th February, 738 wild boars (81 dead and 657 captured) in Gifu prefecture have been tested and 133 (43 dead and 90 captured) were found to be positive for CSF by RT-PCR since 13th of September. 59 wild boars (14 dead and 45 captured) in Aichi prefecture have been tested and 10 were found to be positive (1 dead and 9 captured) for CSF by RT-PCR since 14th of September. Among the other prefectures, 172 dead wild boars in 36 prefectures were tested and all were found to be negative by RT-PCR since the 14th of September.

                Epidemiological comments 1. The 10th affected farm (Mizunami city in Gifu, 18/02/2019) On the 18th of February, several pigs were found to have low appetite and fever. That was reported to the GIfu Livestock Hygiene Service Centre (LHSC). Official veterinarians of the LHSC immediately visited the farm to conduct clinical inspection and blood sampling. On the 19th of February, the samples were tested for Classical Swine Fever (CSF) virus by RT-PCR at the Gifu Central LHSC. The samples were found to be positive on the 19th. Stamping out was completed on the 21st of February and disinfection of contaminated materials, tools and facilities is being carried out on the affected farm. 2. The 9th affected farm (Tahara city in Aichi, 12/02/2019) Stamping out was completed on the 15h February and disinfection of contaminated materials is being carried out. 3. Epidemiologically related farms of the 9th affected farm (Tahara city in Aichi, 13/02/2019) Stamping out was completed on the 20h February and disinfection of contaminated materials is being carried out. 4. Epidemiologically related farms to the 8th affected farm (Tahara city in Aichi, Miyada village in Nagano, Ena city in Gifu, Ohmihachiman city in Shiga and Higashi Osaka city in Osaka, 05/02/2019) Disinfection of contaminated materials, tools and facilities was completed on 15th February. (Higashi Osaka city in Osaka). 5. The 7th affected farm Removal of shipment restriction zone (SRZ): On 00:00 of the 18th February shipment restrictions, which were established within 3-10 km radius of the affected farm, were lifted as 17 days have passed after the completion of full implementation of control measures (stamping out, disinfection etc.) at the 7th affected farm. 6. Summary of the wild boar surveillance As of the 21st February, 795 wild boars (100 dead and 695 captured) in Gifu prefecture have been tested and 170 (58 dead and 112 captured) were found to be positive for CSFV by RT-PCR since 13th of September. 59 wild boars (14 dead and 45 captured) in Aichi prefecture have been tested and 10 were found to be positive (1 dead and 9 captured) for CSFV by RT-PCR since 14th of September. Among the other prefectures, 210 wild boars (197 dead and 13 captured) in 39 prefectures were tested and all were found to be negative for CSFV by RT-PCR since the 14th of September.

Summary of the wild boar surveillance As of the 27th February, 841 wild boars (105 dead and 736 captured) in Gifu prefecture have been tested and 197 (62 dead and 135 captured) were found to be positive for CSFV by RT-PCR since 13th of September. 70 wild boars (15 dead and 55 captured) in Aichi prefecture have been tested and 11 were found to be positive (1 dead and 10 captured) for CSFV by RT-PCR since 14th of September. Among the other prefectures, 224 wild boars (205 dead and 19 captured) in 40prefectures were tested and all were found to be negative for CSFV by RT-PCR since the 14th of September.

Official veterinarians of the LHSC immediately visited the farm to conduct clinical inspection and blood sampling. The samples were tested for classical swine fever (CSF) virus by RT-PCR at the LHSC. Summary of the wild boar surveillance As of the 6th of March, 859 wild boars (109 dead and 750 captured) in Gifu prefecture have been tested and 206 (66 dead and 140 captured) were found to be positive for CSF virus (CSFV) by RT-PCR since 13th of September. 80 wild boars (15 dead and 65 captured) in Aichi prefecture have been tested and 12 were found to be positive (one dead and 11 captured) for CSFV by RT-PCR since 14th of September. Among the other prefectures, 237 wild boars (214 dead and 23 captured) in 40 prefectures were tested and all were found to be negative for CSFV by RT-PCR since the 14th of September.

The 11th affected farm (Yamagata city in Gifu, 06/03/2019) Disinfection of contaminated materials, tools and facilities was completed on the 9th March at the affected farm. 2. The 8th affected farm (Toyota city in Aichi, 05/02/2019) Removal of movement restriction zone (MRZ): On 00:00 of 13th March, movement restrictions, which were established within 3km radius of the affected farm, were lifted as 28 days have passed after the completion of full implementation of control measures (stamping out, disinfection etc.) at the 8th affected farm. 3. The 10th affected farm (Mizunami city in Gifu, 18/02/2019) Removal of shipment restriction zone (SRZ): On 00:00 of 13th March, shipment restrictions, which were established within 3-10 km radius of the affected farm, were lifted as 17 days have passed after the completion of full implementation of control measures (stamping out, disinfection etc.) at the 10th affected farm. 3.                         Epidemiological comments 1. The 12th affected farm (Yamagata city in Gifu, 22/03/2019) On the 22th of March, some pigs were found to have a low appetite and this was reported to the Gifu Central Livestock Hygiene Service Centre (LHSC). Official veterinarians of the LHSC immediately visited the farm to conduct a clinical inspection and blood sampling. The samples were tested for classical swine fever (CSF) virus by RT-PCR at the LHSC. The samples were found to be positive on the 23rd of March. Stamping out and disinfection of contaminated materials, tools and facilities were completed on the 26th of March. 2. The 9th affected farm (Tahara city in Aichi, 13/02/2019) Removal of shipment restriction zone (SRZ) and movement restriction zone (MRZ): On 00:00 of 17th of March, shipment restrictions, which were established within a 3-10 km radius of the affected farm, were lifted as 17 days have passed after the completion of full implementation of control measures (stamping out, disinfection etc.) at the 9th affected farm. On 00:00 of 25th March, movement restrictions, which were established within a 3km radius of the affected farm, were lifted as 28 days have passed after the completion of full implementation of control measures (stamping out, disinfection etc.) at the 9th affected farm. 3.                           Epidemiological comments 1. The 13th affected farm (Seto city in Aichi, 26/03/2019) On the 26th of March, some pigs were found to be dead and this was reported to the Aichi Central Livestock Hygiene Service Centre (LHSC). Official veterinarians of the LHSC immediately visited the farm to conduct a clinical inspection and sampling. The samples were tested for classical swine fever (CSF) virus by RT-PCR at the LHSC. The samples were found to be positive on the 26th of March. The National Institute of Animal Health (NIAH) carried out sequencing analysis of the amplified products and the NIAH confirmed that this was a case of CSF on 27th of March. Stamping out was completed on 30th of March and disinfection of contaminated materials, tools and facilities is being carried out at the 13th affected farm. 2. The 14th affected farm and epidemiologically related farms (Tahara city in Aichi, 27/03/2019) On the 27th of March, some pigs were found to have low appetite and high fever and this was reported to the Aichi Central LHSC. Official veterinarians of the LHSC immediately visited the farm to conduct a clinical inspection and sampling. The samples were tested for CSF virus by RT-PCR at the LHSC. The samples were found to be positive on the 27th of March. The NIAH carried out sequencing analysis of the amplified products and the NIAH confirmed that this was a case of CSF on 28th of March. The epidemiologically related farms which share some facilities and vehicles with the 14th affected farm were identified. Stamping out and disinfection of contaminated materials, tools and facilities are being carried out at the 14th affected farm and those epidemiologically related farms. 3. The 15th affected farm (Seto city in Aichi, 28/03/2019) On the 28th of March, official veterinarians of the Aichi Central LHSC visited the 15th affected farm to conduct a clinical inspection and correct samples as this farm is in Movement restricted zone of the 13th affected farm (Seto City in Aichi, 26/03/2019). The samples were tested for CSF virus by RT-PCR at the LHSC. The samples were found to be positive on the 29th of March. Stamping out and disinfection of contaminated materials, tools and facilities are being carried out at the 15th affected farm. 4. The 16th affected farm (Tahara city in Aichi, 28/03/2019) On the 28th of March, some pigs were found to have low appetite and be dead and this was reported to the Aichi Central LHSC. Official veterinarians of the LHSC immediately visited the farm to conduct a clinical inspection and sampling. The samples were tested for CSF virus by RT-PCR at the LHSC. The samples were found to be positive on the 29th of March. Stamping out and disinfection of contaminated materials, tools and facilities are being carried out at the 16h affected farm. 5. The 17th affected farm(Minokamo city in Gifu, 29/03/2019) On the 29th of March, some pigs were found to be coughing and be dead, and this was reported to the Gifu Central LHSC. Official veterinarians of the LHSC immediately visited the farm to conduct a clinical inspection and sampling. The samples were tested for CSF virus by RT-PCR at the LHSC. The samples were found to be positive on the 30th of March. Stamping out and disinfection of contaminated materials, tools and facilities were completed on 31st of March. 6. Summary of the wild boar surveillance As of the 29th of March, 904 wild boars (139 dead and 765 captured) in Gifu prefecture have been tested and 240 (90 dead and 150 captured) were found to be positive for CSF virus (CSFV) by RT-PCR since 13th of September. 193 wild boars (17 dead and 176 captured) in Aichi prefecture have been tested and 13 were found to be positive (2 dead and 11 captured) for CSFV by RT-PCR since 14th of September. Among the other prefectures, 259 wild boars (236 dead and 23 captured) in 40 prefectures were tested and all were found to be negative for CSFV by RT-PCR since the 14th of September.

The 11th affected farm (Yamagata City in Gifu, 06/03/2019) Removal of movement restriction zone (MRZ): On 00:00 of 7th April, movement restrictions, which were established within 3km radius of the affected farm, were lifted as 28 days have passed after the completion of full implementation of control measures (stamping out, disinfection etc.) at the 11th affected farm. 2. The 14th affected farm and epidemiologically related farms (Tahara city in Aichi, 27/03/2019) On the 30th of March, stamping out was completed at the 14th affected farm. On the 1st of April, stamping out was completed at the epidemiologically related farms. Disinfection of contaminated materials, tools and facilities are being carried out at the 14th affected farm and those epidemiologically related farms. 3. The 15th affected farm (Seto city in Aichi, 28/03/2019) On the 31st of March, stamping out was completed. Disinfection of contaminated materials, tools and facilities are being carried out at the 15th affected farm. 4.                               Epidemiological comments 1. The 18th affected farm (Ena city in Gifu, 08/04/2019) On the 8th of April, some pigs were found to have high fever and cyanosis. That was reported to the Gifu Livestock Hygiene Service Centre (LHSC). Official veterinarians of the LHSC immediately visited the farm to conduct a clinical inspection and sampling. The samples were tested for classical swine fever (CSF) virus by RT-PCR at the LHSC. The samples were found to be positive on the 9th of April. Stamping out disinfection of contaminated materials, tools and facilities were completed on 11th of April. 2. The 19th affected farm and epidemiologically related farms (Seto city in Aichi, 09/04/2019) On the 9th of April, some pigs were found to have low appetite and high fever. That was reported to the Aichi Central LHSC. Official veterinarians of the LHSC immediately visited the farm to conduct a clinical inspection and sampling. The samples were tested for CSF virus by RT-PCR at the LHSC. The samples were found to be positive on the 10th of April. Stamping out and disinfection of contaminated materials, tools and facilities are being carried out at the 19th affected farm. 3. Summary of the wild boar surveillance As of the 11th of April, 932 wild boars (156 dead and 776 captured) in Gifu prefecture have been tested and 263 (104 dead and 159 captured) were found to be positive for CSF virus (CSFV) by RT-PCR since 13th of September. 221 wild boars (17 dead and 204 captured) in Aichi prefecture have been tested and 13 were found to be positive (2 dead and 11 captured) for CSFV by RT-PCR since 14th of September. Among the other prefectures, 269 wild boars (246 dead and 23 captured) in 40 prefectures were tested and all were found to be negative for CSFV by RT-PCR since the 14th of September.
