    The Central Disaster and Safety Countermeasures Headquarters ( Director Song Mi-ryeong, Minister of Agriculture, Food and Rural Affairs , hereinafter referred to as the Central Disaster and Safety Countermeasures Headquarters ) announced that foot-and-mouth disease antigens were detected at two pig farms in Muan-gun, Jeollanam-do . The farms in question are located 1.8km and 1.5km away from the quarantine zone where the foot-and-mouth disease outbreak occurred in Muan-gun. During an inspection to lift the movement restrictions on the quarantine zone , the virus was detected on the floors of the livestock sheds at the farms, and a detailed examination of the pigs revealed that foot-and-mouth disease antigens were detected .

    * Occurrence status ( as of 15:00 on 4/11/25 ): Total 16 cases ( 13 cases in Yeongam , 3 cases in Muan )

    The Central Disaster and Safety Countermeasure Headquarters will maintain the current “ serious level ” area (10 cities and counties * ) as is , and has issued a temporary ban on movement for all workers and vehicles at livestock-related facilities such as slaughterhouses and feed factories nationwide from 3:00 PM on Friday , April 11 to 3:00 PM on Sunday , April 13 to block horizontal transmission between farms . An initial response team and an epidemiological investigation team have been additionally dispatched to the affected farms to implement emergency quarantine measures such as access control , clinical testing , disinfection , and epidemiological investigation . In addition , all pigs raised at the relevant farms will be culled in accordance with the emergency action guidelines (SOP) , etc.

    Quarantine Strengthened as Foot-and-Mouth Disease Virus Detected at Pig Farm in Muan, Jeollanam-do

    The Central Disaster and Safety Countermeasures Headquarters ( Director Song Mi-ryeong, Minister of Agriculture, Food and Rural Affairs, hereinafter referred to as the Central Disaster and Safety Countermeasures Headquarters) confirmed the foot-and-mouth disease virus in 12 pigs out of 5,470 pigs at 2 pig farms in Muan - gun, Jeollanam - do on Friday , April 11. The headquarters held a meeting with relevant organizations and local governments on Friday , April 11 to review the current situation and quarantine measures .
    1. Situation
    During the inspection process for lifting restrictions on movement of quarantine stations in Muan-gun, Jeollanam-do , the virus was detected ** at two pig farms located within the existing quarantine station * on Wednesday , April 9 , and confirmatory testing was conducted .

    * '25.3.15. Quarantine zone within a 3km radius established after the outbreak in a small farm in Jeonnam
    ** Virus confirmed in pigs after environmental sample ( environmental , clinical , precision ) testing
    *** Foot-and - mouth disease outbreaks : '00 , '02 , '10 , '14 , '15 , '16 , '17 , '18 , '19 , '23 , '25

    Additional cases occurred only within the quarantine area, and considering the emergency vaccination and the asymptomatic nature, the risk of nationwide spread is low. However, additional cases may occur in farms where vaccination or disinfection is insufficient, so all livestock farms nationwide must strengthen quarantine and report to quarantine authorities without delay if there are any suspicious symptoms .
    2. Quarantine measures
    The Central Disaster and Safety Countermeasure Headquarters has immediately dispatched an initial response team and an epidemiological investigation team to the affected pig farm in accordance with the ' Foot-and-Mouth Disease Emergency Operation Guidelines (SOP)' and is currently controlling entry and exit. In order to prevent further spread , all pigs at the affected farm are being culled and an epidemiological investigation is being conducted .
    * Emergency vaccinations completed for cattle farms in Muan , Yeongam, and neighboring cities and counties ( March 14-22)

    In addition , due to the confirmation of foot-and-mouth disease, a temporary standstill order has been issued for all livestock farms , related facilities , and workers nationwide for 48 hours from 3:00 PM on Friday , April 11 to 3:00 PM on Sunday, April 13 , and comprehensive disinfection is also being conducted .
    * The central inspection mobile team (3 teams , 6 people ) including the Ministry of Agriculture , Food and Rural Affairs and the National Institute of Animal Quarantine inspects the on-site implementation status.
    3. Strengthening quarantine measures
    The Central Disaster and Safety Countermeasure Headquarters will strengthen quarantine measures for livestock farms and other places to prevent the spread of foot-and-mouth disease as follows :

    First , in order to prevent further spread, a central mobile quarantine organization consisting of three people , including one from the Ministry of Agriculture, Food and Rural Affairs and two from the Quarantine Headquarters , will be dispatched to Muan County from Friday, April 11 until the situation ends to comprehensively manage the on-site situation, including culling, burial, and disinfection measures for the affected farms .

    Second , as additional cases of foot-and-mouth disease have been confirmed within the existing quarantine area , the areas subject to the “ serious stage ” * will be maintained as is , and the Central Epidemiological Investigation Team, consisting of 2 teams and 4 people ( Quarantine Headquarters , city/county ) , will be deployed to the site to investigate whether or not the vehicle actually visited . In addition, movement will be restricted for 247 households subject to the epidemiological investigation ( 100 farms , 147 slaughterhouses ) , and environmental inspections will be conducted on 17 epidemiological vehicles believed to be related to the outbreak farm .

    Third , from Monday , April 14 to Saturday, May 31 , we will conduct ' vaccination monitoring ' for mass vaccination against foot-and - mouth disease on cattle and goat farms nationwide and pig farms in 12 cities and counties in South Jeolla Province . In addition , we will continuously disseminate the situation to cloven-hoofed farms nationwide and conduct clinical and telephone surveillance as well as intensive disinfection of vulnerable facilities .
    4. Requests
    Choi Jeong-rok, director of the Quarantine Policy Bureau at the Ministry of Agriculture, Food and Rural Affairs, emphasized, “ Today , at Pig Farm No. 2 in Muan-gun, Jeollanam-do, the foot-and-mouth disease virus was detected in pigs for the first time in seven years since 2018. ” He added , “ In the case of the farm where the outbreak occurred , please conduct a thorough epidemiological investigation to determine how the foot-and-mouth disease virus was transmitted even though the animal was vaccinated on March 16. ”

    In addition , he repeatedly emphasized, “ Since the foot-and-mouth disease virus has been detected on the floors of livestock sheds, we must swiftly conduct surveillance and disinfection activities during this nationwide temporary suspension of movement, including not only inside and outside farms, but also major roads , epidemic farms, and farms at risk of additional outbreaks . ”

    Lastly, he repeatedly requested, “ Jeollanam-do and Muan-gun should thoroughly disinfect farms within the quarantine zone and conduct clinical and detailed inspections to prevent further outbreaks . In particular, local governments across the country should make every effort to educate and publicize quarantine measures so that pig farms do not become lax in their quarantine awareness . ”
    5. Supply and demand of livestock products
    As of April 11 , the number of pigs culled due to foot-and- mouth disease (5,470 ) is 0.05% of the total number of pigs raised (11.64 million ) , so the impact on supply and demand is expected to be limited . The Central Disaster and Safety Countermeasures Headquarters plans to closely monitor the supply and demand situation and manage livestock product supply and demand without fail .

    Foot-and-mouth disease was first reported this year on Friday, January 30th at a small farm in Ganghwa-gun, Incheon Metropolitan City. Quarantine measures are being implemented to prevent further spread, including a temporary halt to movement , emergency vaccinations ( January 31st - February 8th ), surveillance , testing, and disinfection.
