    Metro Manila (CNN Philippines, August 19) ? The Department of Agriculture has sought the help of foreign laboratories to confirm the cause of the increase in mortality rates of pigs in the country, Secretary William Dar said on Monday.

    This comes amid suspected cases of African Swine Fever in the country, which led to the issuance of a new travel advisory from Taiwan that it will impose tighter inspection of carry-on baggage from those traveling from the Philippines.

    Dar said the Agriculture department has received reports from the Bureau of Animal Industry of an increased rate of deaths among pigs raised by farmers in their backyards. An increase of at least two percent was recorded in the affected areas, the reports said.

    He refused to disclose the result of tests by local laboratories so as not to create unnecessary panic. He only said there was a "suspected animal disease" in the country. He also did not want to say where the case or cases were recorded...

    MANILA, Philippines ? Agriculture Secretary William Dar disclosed on Sunday that the government has already identified the disease that caused the recent deaths of pigs in Rizal province, but definitely it?s not the dreaded African Swine Fever (ASF).

    Dar, however, refused to reveal the cause of pig deaths because they do not want to create panic among the people.

    ?We knew the disease, but we did not identify this yet because we don?t want to create panic. The hog industry is P260 billion today. We are managing, containing and controlling it,? Dar said...

      Philippines declares first African swine fever outbreak near Manila

      MANILA (Reuters) - Dead pigs found in some backyard farms in the Philippines tested positive for African swine fever, the country?s agriculture chief said on Monday, the first outbreak of the virus detected in the world?s 10th largest pork consumer.

      The announcement was based on the results of laboratory tests requested by Agriculture Secretary William Dar after reports last month of an unusual number of pig deaths in backyard farms in Rizal province, near the Philippine capital of Manila.

      DA-CMTF Bulletin No. 5: On vigorously enforcing ?1-7-10 Protocol? to manage, contain, and control suspected swine disease; result of confirmatory test

      Upon receipt of incident reports of a suspected swine disease that occurred in small backyard farms in Rizal province, the Department of Agriculture (DA) immediately directed the Bureau of Animal Industry (BAI) to collect and send blood samples to the World Reference Laboratory in Pirbright, England, which also happens to be the OIE Reference Laboratory for African Swine Fever.

      We sent the samples to England to ascertain what really caused the pig mortalities. To date, we believe we have successfully managed the issue, as a misstep could erode the gains and competitiveness of the country?s P260-billion-peso swine industry that provides and sustains the livelihood of millions of Filipino families, as roughly two-thirds or 65 percent of the industry is contributed by small backyard raisers.

      We commend our Crisis Management Task Force (CMTF) on Swine for overseeing the vigorous implementation of appropriate measures ? notably the ?1-7-10 Protocol? ? to effectively manage, contain and control the situation, as well provide timely and accurate information for all stakeholders and the general public.

      We also activated and mobilized respective Quick Response Teams (QRTs) at DA Regional Field Offices to implemented complementary measures.

      We maintain that meat and meat products ? with appropriate NMIS or National Meat Inspection Service seal and veterinary health certificate issued by the DA-BAI and veterinary offices of LGUs ? sold in public markets are safe for human consumption.

      To complement the above measures, we have issued to date three administrative orders, namely:

      Guidelines in securing certificate of farm disease-free status in disease outbreak areas. This enables owners to get needed certification from DA-BAI, declaring their farm is disease-free, and not affected by current swine disease in subject area;

      Revised guidelines on the local movement of swine, pork, pork products and pork by-products outside disease outbreak areas. This policy strengthens current procedures on said subject; and
      Veterinary quarantine movement protocol during animal disease outbreaks/emergencies. This ensures a protocol is in place and to manage, contain and control a suspected swine disease.
      While our vigilance continues, we commend our dependable partners in the local swine industry, concerned local government units, the military, and the Philippine National Police for their strong support, cooperation and assistance in the various measures we carried out on the ground.

      They have been engaged all throughout this episode ? and we will continue to do so ? in keeping with the Department of Agriculture?s policy of participatory and consultative decision-making.

      Today, we wish to announce the results of the confirmatory Polymerase Chain Reaction (PCR) test. It is African Swine Fever positive. We have yet to receive the viral isolation test from UK.

      Rest assured that the DA is on top of the situation. We are prepared to respond to all scenarios. We assure the public there is enough supply of pork in the market.

      We are pleased to report that we have already suspended the ground operations in Rizal and will now focus on cleaning and disinfection operations. However, we will remain vigilant and continue to vigorously conduct surveillance and quarantine measures.

      Although the disease does not pose any hazard or risk to humans, it is very infectious among pigs, and can easily spread from one farm to another if not properly managed.

      Hence, we will strengthen our collaboration with industry stakeholders, LGUs and other partners to protect our animal population against emerging diseases, and ensure safe meat and meat products for pork-loving Filipinos.

      For swine raisers, we wish to remind them to enhance their biosecurity measures, promptly report any unusual animal mortalities in their respective farms, and avoid swill feeding.

      For consumers, we advise them to remain vigilant when buying meat and meat products, and always look for the ?NMIS? seal as a guarantee.

      Let us continue to do our respective part in these efforts.

            African Swine Fever now in San Simon Pampanga

            Department of Agriculture (DA) and local government culled thousand of hogs after the African Swine Fever (ASF) virus reached San Simon, Pampanga.

            The town’s Mayor Abundio Punsalan Jr. said DA slaughtered and buried at least 3,000 pigs at San Simon’s government center to prevent ASF from spreading.

            “Some hog raisers reported that their pigs died due to the virus, so I already ordered the culling of the rest to immediately contain the virus,” Punsalan said.

            San Simon is the first confirmed ASF case in Pampanga. The local government earlier banned the entry of pigs from other areas, especially from the nearby province Bulacan where the ASF outbreak was first reported.

            Punsalan also said, as of now, the hog industry of San Simon, Pampanga, already lost P15,000,000 due to the African Swine Fever virus...

              Cases of infections were detected in some areas in Cavite, south of the nation’s capital Manila, and in Nueva Ecija on Luzon island.

                      More than 40,000 hogs in the Philippines are now at risk of contracting the deadly swine disease African swine fever (ASF) while the virus has already resulted in the death and culling of about 70,000 pigs in more areas in Luzon.

                      This developed as the ASF, a fatal animal disease among hogs, already crept into the third district of the country’s capital, Manila, and continues to kill more hogs in Bulacan and Pampanga.

                      In a notification to the World Organization for Animal Health (OIE), the country’s Chief Veterinary Officer and Bureau of Animal Industry (BAI) Director Ronnie Domingo said that 40,480 pigs in the Philippines are now susceptible to contract the deadly swine disease amid the rising ASF outbreaks across Luzon.

                      The report also revealed that backyard farms in Malabon and Caloocan were also recently hit by the virus.

                      Industry sources confirmed this, noting that ASF struck these areas two weeks ago.

                      ASF Crisis Management Team Head Rieldrin Morales said ASF was first detected in Rizal Province in August and had since then spread to Cavite, Quezon City, Pangasinan, Bulacan, Pampanga, Nueva Ecija, and Antipolo.

                      Of these areas, Bulacan and Pampanga were the hardest hit, recording more than 20,000 hog deaths each.

                      The country’s latest report to OIE showed that the virus has been spreading fast in these two provinces, with more than 500 new ASF cases detected amid reports that some backyard hog raisers in Caloocan began dumping their dead hogs in Bulacan.

                      In total, there are now 555 actual ASF cases in the Philippines, pushing the total number of ASF outbreaks to 24...

                        MANILA, Philippines — A total of 497 villages have been affected by the African Swine Fever (ASF) virus but its spread in outbreak areas has leveled down for the last two months, the chief of the Department of Agriculture (DA) said Wednesday.

                        In a roundtable discussion with the Inquirer, DA Secretary William Dar said the 425 affected barangays are in Central Luzon, 46 in Calabarzon, 19 in Metro Manila, and seven in Ilocos Region. This figure covers up to November 30.

                          MANILA, Philippines — Two months after the first outbreak of African swine fever (ASF) was reported in Rizal province in September, the disease had spread to seven provinces, and 55 cities and towns in Luzon, resulting in the culling of over 136,770 pigs.

                          While the number represents less than 1 percent of the Philippine hog population, the impact of ASF has gone beyond pig statistics, said Ronnie Domingo, director of the Bureau of Animal Industry (BAI).

                          Consumers are shunning pork, hog raisers and meat processors are losing, and the government is spending billions of pesos to contain the disease and aid affected livestock producers, Domingo said.

                          The ASF outbreak occurred a few months before the Christmas holidays, when demand for pork, ham and the party staple lechon (roast pig) surges.

                          The industry, especially the commercial and backyard hog raisers, was hit hard when the Department of Agriculture (DA) confirmed the presence of ASF in the domestic hog population.

                          Traffic continues

                          According to Agriculture Secretary William Dar, one of the DA’s biggest problems is how to effectively check industry players who continue to sell and move live hogs and pork products tainted with ASF in order to cut their losses.

                          In October, the Bureau of Customs (BOC) intercepted two shipping containers from China, where the first cases of ASF were reported. Their cargo of pork products had been misdeclared as tomato paste and vermicelli.

                          In the Chinatown district in Binondo, Manila, pork and meat products from China were being sold even when their importation had been banned.

                          Some traders have turned to online selling, tapping social media platforms to offer pork and processed meat, such as local favorites tocino (cured pork) and longganisa (pork sausage), from Luzon to areas where these products are banned.

                          “Affected hog producers choose to hide than cooperate. There are still people making a business out of this. That’s why ASF continues to spread,”? Dar said.

                          But even with limited resources, the government continues efforts to contain the hog virus.

                          Local laboratories have no capacity to examine blood samples extensively for ASF, forcing authorities to send these to Australia or the United Kingdom in a tedious and expensive process...

                            BATAAN, Philippines – Hog raisers in two towns in this province were hit by African swine fever (ASF), local officials confirmed on Wednesday, January 15.

                            ...Garcia said that there were confirmed cases of ASF in 4 villages of Dinalupihan. The mayor said that she was coordinating with the proper authorities on how to control, maintain, contain, and manage the situation and appealed to the public for their cooperation.

                            Fresh cases of ASF had also been reported in Tarlac and Pangasinan where local officials started culling pigs believed to be infected with ASF.

                            Meanwhile, 21 pigs in Pangasinan were culled on Tuesday, January 14, to contain the spread of ASF in the town of Binmaley. According to Pangasinan provincial veterinarian Jovito Tabarejos, blood samples of these pigs tested positive for ASF.

                            He, said that the culled pigs were just under the one-kilometer radius of a piggery in Binmaley where 34 pigs died of ASF last week...

                              MALASIQUI, Pangasinan -- The municipal government here declared a state of calamity on Thursday due to the effect of the African swine fever (ASF).

                              In an interview Friday, Mayor Noel Anthony Geslani said the declaration will enable the municipal government to use the calamity fund to assist backyard hog raisers whose pigs have been culled as part of the protocol against ASF, as well as in supporting the operational costs in containing the ASF virus.

                              Some 678 pigs from two barangays were culled as of Thursday, according to the Department of Agriculture (DA) Ilocos regional office.

                              In Barangay Apaya, where the first positive case of ASF in the town was confirmed, about 395 pigs have been culled and 283 hogs in its neighboring barangay, Polong Norte.

                              “The number of hog raisers affected will still increase as culling operations continue in the different barangays within the one-kilometer radius, while blood sampling is also being done in barangays within the seven-kilometer radius,” he said.

                              He added they are also monitoring along with DA some hogs in Barangay Mabolitek, which is near Cabeldatan Basista town, where some pigs also tested positive for ASF.

                              “We are still to identify the amount of indemnification for the affected hog raisers as their number continues to increase,” he said.

                              Geslani also appealed to the traders in the town to obey the lockdown and the protocol enforced by the municipal government to contain the virus’ spread...
