    Health Update
    The final Result of the testing of previously-reported suspected Acute Flaccid Paralysis (AFP) cases in Dollo Ado town
    (Somali Region) were negative for polio. No new cases of AFP have been identified over the past week. In SNNPR, 176
    new cases of measles were reported from Keffa and Gamo Gofa zones in the past week. As was the case in the previous
    four weeks, the highest number of cases was reported from Gesha woreda of Keffa zone. The Public Health Emergency
    Management (PHEM) technical taskforce is currently coordinating the roll-out of a mass measles vaccination campaign in
    all woredas of Keffa zone, as well as selected woredas of adjacent zones in the region. These areas were not covered by
    the national immunization campaign, which was carried out from September to December 2011. The vaccination
    campaign is planned to start in two weeks? time. Health partners continue to support case management and health
    education in the affected areas. New cases of malaria continue to be reported from the same zones of SNNPR: 125 cases
    from Keffa and 105 from Gamo Gofa. The rapid response team composed of experts from the federal and regional levels
    that was deployed last week remains on the ground conducting case management and environmental control measures.

    During the past week, 223 new cases of measles have been reported from Gesha woreda, Keffa zone, in Southern Nations,
    Nationalities and Peoples Region (SNNPR), and 22 cases from Bambasi woreda, Assosa zone (Beneshangul Gumuz Region).
    Since the beginning of December 2011, Gesha woreda has consistently reported the most new measles cases in the country,
    with more than 50 per cent of each week?s reported cases. As previously reported, a mass measles vaccination campaign
    targeting children aged 6 months to 14 years was expected to be launched on 10 February, covering all woredas of Keffa zone,
    as well as selected woredas in adjacent zones. Ahead of the campaign kick-off, the SNNPR Regional Health Bureau, WHO and
    UNICEF have been supporting preparatory activities, and case management and health education continues in all affected
    woredas of SNNPR. In Beneshangul Gumuz, experts from the federal and regional Public Health Emergency Management
    (PHEM) are closely monitoring the situation. Meanwhile, WHO is supporting the Oromia RHB to conduct review of the Public
    Health Emergency preparedness and response status, including Expanded Programme on Immunisation (EPI) activities during

      new cases of measles have been reported from the
      same zones of SNNPR that previously reported cases
      (Keffa and Gamo Gofa). Meanwhile, the mass
      measles vaccination campaign launched on 10
      February targeting children aged 6 months to 15 years
      in Keffa zone and selected areas in adjacent zones is
      nearing completion. In western Ethiopia, 22 new
      cases of measles were reported in Assosa zone of
      Beneshangul Gumuz Region. Experts from the federal and regional Public Health Emergency Management
      (PHEM) unit of the Ministry of Health are closely monitoring the situation.

        Measles, meningitis, acute watery diarrhoea (AWD) and malaria continue to be the main public health emergency concerns in the country. During the past week, 48 suspected measles cases were reported from Adiyo and Gesha woredas of Keffa zone, Southern Nations, Nationalities and Peoples region (SNNPR). This is a decline in the number of new cases reported from the two woredas in recent weeks, from 281 cases three weeks ago to 74 cases the following week and 48 cases in the previous week. Meanwhile, the measles vaccination campaign, which started on 10 February in all woredas of Keffa zone and adjacent woredas of Gamo Gofa zone, has been completed. Out of 469,876 children between the ages of 6 months and 15 years targeted by the campaign, 457,035 were reached (95.8 per cent coverage). Enhanced surveillance and active case identification and management continue in areas affected by ongoing measles outbreaks. Elsewhere, new suspected measles outbreaks were reported from Ankasha woreda of Awi zone (Amhara Region) and Dibat woreda of Metekel zone (Beneshangul Gumuz Region). The respective Regional Health Bureaus (RHBs) and WHO are currently conducting outbreak investigations.
        In response to an outbreak of meningococcal meningitis, a team composed of the SNNPR RHB, Ethiopian Health and Nutrition Research Institute (EHNRI) and WHO has been deployed to Kembata Tembaro and Wolayita zones. The team will conduct surveillance and case identification and management in eight woredas of the two zones zones, where 40 cases of meningococcal meningitis have been reported since the beginning of January. The team has also brought medical supplies, including drugs, laboratory and other medical equipment to the area.
        In Beneshangul Gumuz, 45 AWD cases were reported from Dibat woreda during the past week, increasing the number of reported cases to 256 since the first week of February. A critical shortage of potable water is suspected to be the main cause of the outbreak: many hand pumps are either dysfunctional (45 per cent) or in poor condition. However, the AWD outbreak has reportedly been brought under control through the concerted efforts of the Government, WHO and UNICEF. In Beneshangul Gumuz region, a localized outbreak of malaria has been reported from Kurmuk woreda of Assosa zone.           Suspected cases of meningococcal meningitis continue to be reported from Kacha Bira woreda of Kembata Tembaro zone and Boloso Sore woreda of Wolayita zone, SNNPR. A team comprising the SNNP Regional Health Bureau,
          Ethiopian Health and Nutrition Research Institute (EHNRI) and WHO is on the ground conducting surveillance and case management. Medical supplies required for management of the outbreak, including drugs, laboratory and other medical equipment, have been distributed to health facilities in the affected woredas. WHO is also facilitating procurement of a limited number of meningitis vaccines. Meanwhile, EHNRI?s Public Health Emergency Management
          (PHEM) centre, with support from WHO and UNICEF, has updated the Emergency Preparedness and Response Plan (EPRP) for meningococcal meningitis outbreaks. The EPRP is also expected to support resource mobilization efforts.

          New suspected cases of measles were also reported during the past week from Mene Sibu and Sinana woredas of West Wellega and Bale zones (Oromia Region); in Ankasha woreda of Awi Zone (Amhara Region); and Bambasi
          woreda of Assosa zone (Beneshangul Gumuz Region). Samples of reported cases have been sent to the EHNRI for confirmation. Enhanced surveillance and active case identification is ongoing in the areas reporting new cases.

          The acute watery diarrhoea (AWD) outbreak reported in Dibat woreda of Beneshangul Gumuz Region has been brought under control through the concerted efforts of the Government, WHO and UNICEF. No new cases were

            Meningitis and measles dominate health sector response
            Suspected cases of meningococcal meningitis continue to be reported from Kembata
            Tembaro and Wolayita zones of SNNPR. The situation is under strict monitoring and
            follow-up. A US$3.1 million Emergency Preparedness and Response Plan (EPRP) has
            been prepared for response to potential meningitis outbreaks throughout the country,
            especially in at-risk areas along the meningitis belt. New suspected cases of measles
            were reported during the past two weeks from in Oromia, SNNP and Tigray Regions.
            Regional Health Bureaus are working to contain the disease through enhanced routine
            immunization, strengthened case management and surveillance. Additionally, a polio
            and measles vaccination campaign targeting the displaced Kenyans concluded in the
            past week, with 1,087 children (out of 4,381 targeted children) between the ages of 6
            months and 14 years and 550 children (out of 4,966 targeted) under five years of age
            vaccinated for measles and polio respectively.

              During the past week, seven suspected cases of meningococcal meningitis were reported from Kembata Tembaro and Wolayita zones of SNNPR, bringing the total cases reported since the beginning of the outbreak in early March to 102. To date, seven of the 102 suspected cases were confirmed for meningitis. Close monitoring of the disease trend and case management continue, with the involvement of all levels of the health system and strong support from health partners. Ten suspected cases of measles were reported during the past week from Tigray, Afar and SNNP Regions. A measles outbreak was confirmed in Tahitay Adiyabo woreda of North Western Tigray zone, in response to which the Regional Health Bureau has launched a selective measles vaccination campaign and house-to-house case searches and management. In SNNPR, the cases reported during the past week came from Kembata Tembaro zone, whereas Keffa and Gamo Gofa zones, which had consistently been reporting the highest number of cases over the past several months, reported zero cases during the same time period.
              An increasing number of malaria cases are being reported from SNNP, Amhara, Oromia and Tigray Regions, with a total of 591,371 cases and 60 deaths reported since January. Almost half of the caseload is from SNNPR, with the official outbreak threshold surpassed in Kembata Tembaro, Wolayita and Segen zones. Similarly, the outbreak threshold has been surpassed in two zones of Tigray Region. Close monitoring of the disease trends and implementation of preventive and control measures are ongoing. To the east, 31 suspected cases of acute watery diarrhoea (AWD) were reported from Degehabur town of Somali Region. Detailed investigations by the Regional Public Health Emergency Management team, in collaboration with WHO and MSF Spain, indicate damage to safe water sources, which led to usage of water from unprotected sources by the majority of the population in Degehabur town as the cause of the outbreak.                 Suspected cases of meningococcal meningitis continue to be reported from SNNPR, with
                a total of 125 cases reported since the beginning of the outbreak in early March. The
                Regional Health Bureau (RHB) is currently finalizing planning for the mass meningitis
                vaccination campaign scheduled to take place in areas reporting the highest caseload.
                Four confirmed cases of meningococcal meningitis were also reported from Somali
                Region. Also in Somali, the acute watery diarrhoea (AWD) outbreak, which began in
                Degehabur town (Degehabur zone) on 20 March, has spread to two other districts of the
                same zone. Over the past two weeks, 76 new suspected cases of AWD were reported,
                bringing the total of cases reported so far to 140. Suspected cases of measles were also
                reported from Gambella (12), Oromia, SNNP, Somali (92, with two deaths) and Tigray (8)
                Regions over the past two weeks. The respective RHBs are carrying out case
                investigation and management.

                  During the past week, six suspected cases of meningococcal meningitis were reported from Kembata Tembaro and Wolayita zones of SNNPR, bringing the total to 131 cases reported since the beginning of the outbreak in early March. In preparation for the planned mass meningitis vaccination campaign, the Regional Health Bureau (RHB) has identified 120,000 people between the ages of 2 and 30 years in kebeles reporting the highest caseload. Suspected cases of measles also continue to be reported from SNNPR. During the past week, 16 cases of measles were reported from Dima woreda of Agnuak zone (15) and Kachabira woreda of Kembata Tembaro zone (1). Case investigation and management is ongoing. Meanwhile, the SNNP RHB, in collaboration with Plan International and WHO, has trained 100 people from the Public Health Emergency Management centre, health centres and hospitals in Sidama zone on early warning and communication, risk assessment, preparedness, outbreak investigation and post-epidemic evaluation.
                  In Somali Region, six suspected cases of acute watery diarrhoea (AWD) were reported from Degehabur town of Degahabur zone. Since the beginning of the outbreak on 20 March, 290 cases have been reported from Degehabur, Gunagado and Birkot woredas of Degehabur zone. The outbreak, which first occurred in Degehabur town, spread to the latter two woredas three weeks ago. Regional authorities continue to implement prevention and control measures, with support from MSF, UNICEF and WHO. Meanwhile, WHO has supported the monitoring of preparedness activities for possible malaria, measles, AWD and meningitis outbreaks in South Gondar zone of Amhara Region. The zone has repeatedly been affected by disease outbreaks in past years. Identified gaps, including in drugs and medical supplies, were communicated to the RHB.                     During the past week, four new suspected cases of meningococcal meningitis were reported from Kachabira woreda of Kembata Tembaro zone, bringing total cases reported from the woreda to 59, with 135 cases reported from SNNPR since the beginning of the outbreak in early March 2011. New suspected cases of measles were reported from Bale zone of Oromia Region (13 cases) and Afar Region (2 cases) during the past week. Regional authorities and health partners continue to implement case investigation and management in affected areas. Meanwhile, the Oromia Regional Health Bureau (RHB), with support from WHO, has trained more than 40 staff of the regional Public Health Emergency Management centre (PHEM) and health centres in 36 woredas in East and West Harerge zones on early warning and communication, risk assessment, preparedness, outbreak investigation and post-epidemic evaluation. The SNNP Regional Health Bureau, in collaboration with Plan International and WHO, conducted a similar training for 100 health personnel from Sidama zone two weeks ago, and for 50 staff from PHEM, health centres and hospitals in Gedeo zone in the past week.
                    In Somali Region, nine cases of acute watery diarrhoea (AWD) ? no deaths ? were reported from Degehabur town of Degahabur zone. A total of 201 AWD cases and 13 deaths have been reported from the town since the beginning of the current outbreak on 20 March 2011. No new AWD cases were reported from Gunagado and Birkot woredas of Degehabur zone, to which areas the outbreak had spread a month ago. Regional authorities continue to implement prevention and control measures, with support from MSF, UNICEF and WHO. In SNNPR, 34 AWD cases were also reported, from six woredas of Sidama zone. The majority of the cases (74 per cent) came from Bona Zuriya woreda. The SNNP RHB has initiated active case search and management and implementation of preventive WASH activities.                       Meningitis, measles and AWD among primary health concerns
                      New suspected cases of meningococcal meningitis continue to be reported from woredas
                      in Kembata Tembaro and Wolayita zones of SNNPR, with a total of 139 cases reported
                      since the beginning of the outbreak in early March. The Regional Health Bureau (RHB)
                      has identified 120,000 people between the ages of 2 and 30 years in Kachabira woreda,
                      Kembata Tembaro zone to be targeted by a mass meningitis vaccination campaign
                      planned for areas reporting the highest caseloads. The initial vaccinations in SNNPR
                      have been funded by WHO (vaccine procurement) and the Humanitarian Response Fund
                      (operational costs for the immunization campaign). Additionally, a CERF grant has been
                      secured by WHO to cover the procurement of additional vaccines for an expanded,
                      national immunization campaign. New suspected cases of measles were also reported
                      from SNNPR (16), Oromia (13) and Afar (2) over the past two weeks. The respective
                      RHBs and health partners continue to implement case investigation and management in
                      affected areas. In Somali Region, 15 cases of acute watery diarrhoea (AWD) were
                      reported from Degahabur zone over the past two weeks, bringing total cases reported
                      since the beginning of the outbreak (20 March 2012) to 299. Having originated in
                      Degehabur town, the outbreak spread to Gunagado and Birkot districts (Degehabur zone)
                      a month ago. Separately, 34 AWD cases were reported from six districts of Sidama zone
                      (SNNPR) two weeks ago. Neighbouring districts of Oromia Region were put on alert for
                      response to potential AWD outbreaks by the RHB.

                          New suspected cases of meningitis were reported from Kacha Bira woreda of Kembata Tembaro zone (SNNPR) in the past week. Meanwhile, the opening phase of the mass meningitis vaccination campaign was conducted in 25 high-risk kebeles of Kacha Bira and Boloso Sore woreda (Wolayita zone) between 14 and 21 May. The campaign reached 107,322 people between the ages of 2 and 30 years, out of 120,000 targeted (89 per cent). Additionally, 14 suspected cases of measles were reported from Sodo Zuriya woreda, Gurage zone (SNNPR) and Begi woreda, West Wellega zone (Oromia Region). The task forces established at various levels continue to implement preventive and control measures to contain the disease. A localized outbreak of malaria was reported from SNNPR, and a number of malaria cases were also reported from Oromia and Amhara Regions. Meanwhile, trainings on Public Health Emergency Management (PHEM) continue, with 73 PHEM focal persons in Gurage zone and Konta, Yeam and Liyu special woredas (SNNPR) and 58 from East and West Wellega and Kelem Wellega zones (Oromia) trained by the Regional Health Bureaus in the past week, with support from Plan International (in SNNPR) and WHO.                             New suspected cases of measles continued to be reported in SNNPR during the past week, including from the regional capital, Hawassa (Sidama zone). The cases are currently under investigation. Meanwhile, no new cases of meningitis were reported from SNNPR, where an initial phase of the planned mass meningitis vaccination campaign (which will target 3.8 million in 63 high-risk areas countrywide) was completed on 21 May, having reached 89 per cent (107,322 of 120,000) of people aged 2 to 30 years targeted in Kembata Tembaro and Wolayita zones. New malaria cases also continued to be reported from Wolayita (SNNP), Wellega (Oromia), and Awi and West Gojam (Amhara) zones during the past week. Localized outbreaks of malaria were first reported from these areas two weeks ago. Preventive and control measures are ongoing, including case treatment, distribution of insecticide treated nets (ITNs) and mass mobilization for environmental management near river banks and other water bodies. Trainings on Public Health Emergency Management (PHEM) reach 86 PHEM focal persons in Silte (34) and Hadiya (52) zones of SNNPR in the past week.                               No new cases of measles were reported from Gedeb woreda of Gedio zone and Sodo Zuria woreda of Gurage zone (SNNPR) during the past week ? both woredas have been affected by measles outbreaks in recent weeks. Similarly, no new cases of meningitis were reported during the past week in SNNPR, where there had been an ongoing outbreak of meningitis since April 2012. An initial phase of the planned national meningitis vaccination campaign was completed in Kembata Tembaro and Wolayita zones on 21 May. Close monitoring of the affected areas, ongoing for the past three weeks, will continue over the coming two weeks to confirm the end of the outbreak. Preparatory activities for the next meningitis epidemic season (starting in October) will start in two weeks and will be based on the outcome of the monitoring exercise. Countrywide, new malaria cases continued to be reported in increasing number, including from nine woredas of Wolayita zone (SNNPR), South West Shewa, East Wellega, Horo Gudru, Illua Aba Bora and Jimma zones (Oromia), and Awi and West Gojam zones (Amhara) during the past week. Preventive and control measures are ongoing, including case treatment, distribution of insecticide treated nets (ITNs) and mass mobilization for environmental management near river banks and other water bodies. As the rainy season is conducive for mosquito breeding, the situation is likely to worsen if preventive activities are not strengthened and implemented on time, especially in Amhara.
