COVID19: Government of S?o Tom? and Pr?ncipe without means of screening for the disease
    April 09, 2020

San Tom? and Pr?ncipe's health authorities are unable to detect suspected cases of Covid-19.

The Minister of Health, Edgar Neves, acknowledged this Thursday, 9th, that he does not have rapid tests or laboratory and that the Government is "with enormous difficulties in aerial communication to receive tests ordered in Germany".

The revelation comes after confirmation of the first four positive cases of Covid-19 in the country, through tests carried out in neighboring Gabon.

On Monday, the 6th, the Prime Minister, Jorge Bom Jesus, had announced the arrival of a plane with a thousand quick tests, but the Minister of Health now says that "there is still no order arrival date".

“We are doing everything, but the plane to put the tests to the country does not depend on us”, underlined Neves, adding that, for the time being “only tight isolation measures remain for the suspicious and positive cases”.

It is recalled that the country has a state of emergency in force and yesterday more restrictions began to be applied, such as the suspension of connections between the two islands, the closure of restaurants, bars and cafes and specific times for the functioning of the Civil Service and the trade.

"These tests were acquired in Germany by the Government, they ended up in South Africa, where they had been for four days, and the Government chartered a plane to bring them to S?o Tom?", explained Adelino Lucas.

On Wednesday, just over a ton of various sanitary materials also arrived in the country, including protective and screening equipment for the covid-19, offered by the Chinese government.

According to the S?o Paulo State Secretary of Social Communication, next Saturday a laboratory, fans and other materials, acquired to stop the spread of the new coronavirus in the archipelago, should arrive in the country.

S?o Tom? and Pr?ncipe has four positive cases of covid-19 infection, which are quarantined and followed by doctors in their homes and do not show symptoms of the disease.

At the beginning of the week, the Government of S?o Tom? and Pr?ncipe sent 82 new samples to a laboratory in Equatorial Guinea to test the disease, the results of which are expected to be known soon.

Globally, the covid-19 pandemic has already claimed more than 141,000 deaths and infected more than 2.1 million people in 193 countries and territories. More than 465,000 patients were considered cured.

The disease is transmitted by a new coronavirus detected in late December in Wuhan, a city in central China.

S?o Tom? and Pr?ncipe: no record of "conclusive" Covid-19 cases

Text by: RFI | Maximino Carlos

Of the 80 samples sent for analysis in Equatorial Guinea, 79 gave negative results and 1 inconclusive, including the 4 cases initially considered positive

Sao Tomean Prime Minister Jorge Bom Jesus announced this Friday (17/04) that “of the 80 samples collected sent to the laboratory in Equatorial Guinea, 79 gave negative results and an inconclusive one needing repetition”.

Jorge Bom Jesus also underlined that "the 4 cases previously confirmed at the Franceville laboratory in Gabon were repeated and are part of this batch".

Despite these results, the government will ask the President of the Republic, Evaristo Carvalho, to extend the state of health emergency for another 15 days and continue to intensify preventive measures in the face of the Covid-19 pandemic.

S?o Tom? and Pr?ncipe already has 1,500 rapid tests to Covid-19 coming from South Africa and a field hospital will be built in the internship center of the Sao Tome Football Federation, visited this Friday (17/04) by the first -minister.

UNDP and Ministry of Youth launch job creation initiative

Meanwhile, the United Nations Development Program - UNDP - in partnership with S?o Tom? and Pr?ncipe's Youth Ministry launched this Thursday (16/04) the project “Empreende Jovem”, budgeted at US $ 1.5 million, destined to support the sector in the creation of jobs, aiming at sustainable economic growth, attending, above all, the Covid-19 pandemic.

Part of this amount will go to initiatives, which help to contain the proliferation of the virus and the submission phase of innovative proposals and executable in the short term, through an innovation contest launched.

With a population of around 60% under 35 years of age, young people face limited job prospects, representing 60% of the 13.6% unemployed in the archipelago, while it is estimated that 66% of the Sao Tome population lives below the poverty line.

Four cases identified in S?o Tom? were negative in new tests

The Sao Tome prime minister announced that the four cases that tested positive for infection with the new coronavirus, at the beginning of last week, have now had negative results in a new test, carried out in a laboratory in Equatorial Guinea.

            Digital Africa 21 with Lusa

These four cases, which had tested positive after tests carried out in Gabon, are part of a batch of 80 samples sent by the Government of S?o Tom? and Pr?ncipe to Equatorial Guinea, of which 79 have now given a negative result, with an inconclusive test and that “ needs repetition ”.

"I inform you that the four cases previously confirmed in the Franceville laboratory [Gabon] have been repeated and are part of this batch", explained the head of Government, Jorge Bom Jesus, in a statement to the press.

These four were, until now, the only cases identified in the country as positive.

The Prime Minister also announced that, despite this result, his Government sent the President of the Republic, Evaristo Carvalho, “a request” for a further extension of the state of emergency for another 15 days.

Bom Jesus justified the request with “the fact that many actions have not been completed to guarantee consistent and effective responses to a pandemic that continues to evolve in our sub-region”.

The state of emergency ended Friday.

The Minister of Health, Edgar Neves, said, for his part, that, having the results been negative, the four citizens leave the mandatory quarantine to which they were submitted during the last three weeks, being able to "make their life normal".

“Even because there is no reason to keep them in quarantine, for moral and psychological reasons,” explained Edgar Neves.

The Sao Tome prime minister underlined that "a field hospital is being set up", with a capacity for 100 beds, donated by the World Health Organization (WHO).

The government official also mentioned that, as part of the program to prevent the spread of the covid-19 pandemic in S?o Tom? and Pr?ncipe, his government bought 3,000 rapid tests, ventilators, oxygen concentrators, reserve cylinders, protective materials, consumables and medicines several, and that “are in Portugal awaiting confirmation of shipment”.

The executive also completed the installation of an isolation center in the Autonomous Region of Pr?ncipe.

On the other hand, the WHO sent a specialist from Equatorial Guinea to S?o Tom? to set up the laboratory and the Cuban epidemiologist is expected to arrive in the capital of the country within the next few days, who “is already in Luanda” .

Despite the results made in Equatorial Guinea being practically all negative, the Government says that it will continue with the program of “deconcentration of the population and social distance and sanitation from the center of the country's capital”.

"The Government will continue to base its actions on the basis of responsibility, firmness, a spirit of national cohesion and safeguarding the superior interests of the people of S?o Tom? and Pr?ncipe", said the minister.

The head of the executive guarantees that “no act, behavior that violates social peace or taking advantage of the country's fragile political, social, economic and financial situation will be tolerated” ...

This is a great opportunity to work in a fast paced environment.
Evaristo Carvalho, President of S?o Tom? and Pr?ncipe, extended the state of emergency for the third consecutive time until 16 May, due to the Covid-19 pandemic that has already caused 3 deaths and 23 positive cases.

"Despite this, to prevent the spread of the virus in the country, the government has taken some restrictive measures, some of which are very serious," said the head of state, recalling that he called for "strict compliance with these measures".

"In the last 24 hours, 27 rapid tests were carried out, of which 14 are negative and 13 were positive," said the spokeswoman for the Ministry of Health, Isabel Santos, indicating that, of the positive cases, seven are men and the remaining six are women.

The doctor Martinho Santos warned, however, that the rapid tests "do not guarantee that the patient has or does not have covid-19".

"A test can be negative and the patient can have a coronavirus as well as be positive and the patient is a healthy citizen," said the doctor to the press, stressing that "the greatest reliability is in laboratory tests, called PCR".

The President of S?o Tom?, Evaristo Carvalho, today made a "strong appeal" to the international community to help the country create conditions for the installation of a laboratory.

According to the spokesperson of the Sao Tome Ministry of Health, Isabel Santos, the 11 new cases of infection by covid-19 were diagnosed through 20 rapid tests carried out on Monday.

A government source told Lusa that the latest victim of covid-19 died on Monday, dealing with a 79-year-old man who "suffered from some health problems".

According to the same source, the Sao Tome government wants to understand why the disease has spread so "quickly in the country".

"With the support of the Cuban technician [who arrived in the country on Saturday], we are working on the database to understand whether it is a community broadcast. If that is the case, our stance, in terms of action, should be another, we have to change strategy ", said the source.

Currently, the country has 211 patients in isolation at home that health authorities say they have no means of doing daily follow-up.

"You don't have to go to their house. Let's imagine if you have 1,000 infected people, there is no way to go to all of these people. What we do is call to find out how they are doing, because you can't cover more than 200 people. "said the source, adding that citizens also refuse to accept the presence of health personnel in their homes.

The Ministry of Health is currently facing "a serious problem, which has to do with people who still do not believe in the disease".

"A lot of people do not want us to go to their home, saying that they are not sick, they do not believe in this disease, but the tests are positive," said the source.

Several doctors and nurses are infected with the disease. Among the sick health personnel, there is a doctor, in serious condition, who could be transported to Equatorial Guinea this week, the same source said.

Many patients and even healthcare personnel do not believe in rapid tests. On Friday, the laboratory acquired by the Sao Tome government with support from the World Health Organization (WHO) for "testing and obtaining reliable results" in the country should arrive in the country.

The country has a field hospital with at least 45 beds, set up by the World Health Organization, but still unused due to the "lack of some basic conditions".

According to the same source, the two fans offered by the Jack Ma Foundation are installed at Hospital Aires de Menezes, in the Sao Tome capital. but "there was still no need to use them on patients".

The death toll from covid-19 in Africa has now risen to 2,336, with more than 66,000 infected in 53 countries, according to the latest pandemic statistics on that continent.

Among African countries that have Portuguese as their official language, Guinea-Bissau leads in number of infections (820 cases and three deaths), followed by Equatorial Guinea (439 cases and four deaths), Cape Verde (267 cases and two deaths) deaths), S?o Tom? and Pr?ncipe (231 cases and seven dead), Mozambique (104 cases) and Angola (45 infected and two dead).

Globally, according to a report by the AFP news agency, the covid-19 pandemic has already claimed more than 286,000 deaths and infected more than 4.1 million people in 195 countries and territories.
