    The Minister of Finance, Planning and Economic Development Syda Bbumba has requested Parliament to authorize her ministry to borrow about 20 billion shillings from the International Development Association of the World Bank to finance the Avian and Human Influenza Preparedness and Response Project.

    Bbumba says the Avian Influenza commonly called bird flu was first reported in 2003 in East Asia and was responsible for the large scale deaths in wild and domestic fowls.

    She says it is cheaper to prepare for the epidemic and therefore prevent the effects of an outbreak than to handle the outbreak when unprepared in case it breaks out.

    Bbumba says for example the costs East Asia incurred in 2003 to curb the epidemic are far higher than what they would have incurred if East Asia had had initial preparedness.

    She says though bird flu has attracted spread media coverage in recent months it continues to stir serious health concerns because of the potential threat if it mutates in ways that would allow human to human transmission.

    Bbumba says at the moment the established mode of transmission is from animals to humans

    She says the World Health Organisation reports that over 350 people have been infected by the bird flu and over 200 people have died as result of bird flu infection.
