Cholera epidemic ruled out, Norwegian Dawn passengers will disembark in Mauritius

2,184 passengers and 1,026 crew members stranded on board

Reunion Island on Saturday and Mauritius on Sunday banned the Norwegian Dawn from disembarking passengers due to a suspected outbreak of gastroenteritis and cases of cholera. After analyzes carried out by the Mauritian health authorities, passengers and crew members will be authorized to disembark no later than Tuesday February 28 in the morning.

    It’s every shipowner’s nightmare.

Since Sunday, the Norwegian Dawn, a Norwegian Cruise Lise ship, has been immobilized off the coast of Port Louis, the capital of Mauritius before health authorities authorized the ship to dock this Monday. Passengers will be allowed to disembark no later than Tuesday, February 28 in the morning.

The samples taken and analyzed by the health services ruled out any case of cholera . On Saturday, it was turned away by the port authorities of Reunion Island where it was supposed to stop for a few hours. It then headed to Mauritius for its last stopover.

“ The decision not to allow the cruise ship to access the quay was taken in order to avoid any risk to health ,” the Mauritian authorities in turn justified. “ The health and safety of passengers and the country as a whole are of the utmost importance to the authorities. »

Norwegian Dawn: 2,279 new passengers were expected to board

The ship has 2,184 passengers and 1,026 crew members. Among them, around 2,000 passengers are expected to disembark in Port Louis after completing their cruise, while 2,279 new passengers were expected to board the ship.

The liner first left Cape Town in South Africa on February 13, then made a stopover in Nosy-Be, Madagascar, before heading to Reunion and Mauritius.

Already at the beginning of February, Cunard had been forced to place 139 passengers . isolation, this is one of the rights that companies can grant themselves in the event of an epidemic.

On its website, Royal Caribbean states that " we may, in our sole discretion, require that a guest or other members of their traveling party be confined to their cabin or placed in quarantine to prevent the possibility of a communicable disease or other contagious condition does not spread to other persons on board or outside .

Companies can impose quarantine on sick passengers

Thus, “ guests may be required to move to a new cabin specially designed for isolation/quarantine ” and all passengers must comply with all instructions given during the isolation/quarantine period and cooperate fully with the crew throughout the disembarkation procedure at the end of the cruise.

On the other hand, companies also have an obligation of transparency, which does not seem to have been successful in the case of Norwegian.

“  As soon as they left Cape Town, they must have been aware that there was a problem. There was no more buffet. They served us with gloves. It was already rumored that there were cases of gastroenteritis, ” a couple of passengers testified to the Quotidien de la Réunion.

“ In the morning, they told us that the liner was going to go to Mauritius instead. We were somewhat worried. There was a blatant lack of communication. Finally, we said to ourselves that we were going to go down to Mauritius and return to Reunion Island by plane. That's when we learned that the health authorities were going to come on board. It was only very late that they raised suspicions of cholera. This is the second time we find ourselves in such a situation . The first was four years ago with Covid-19 .”

    Covid jurisprudence

During the health crisis, States widely used maritime law which authorizes them to refuse a ship in one of its ports if there is a risk of “ spreading a disease ”.

Additionally, local authorities at the port of call may also require additional screening and testing of passengers at the point of disembarkation and/or embarkation and passengers must comply with these requirements.

We remember, for example, that in Marseille, the prefect of Bouches-du-Rhône refused to grant an exemption to a cruise ship which wanted to make an unscheduled stopover in Marseille to disembark 1,400 people, including many French people.

In a press release, the prefecture recalled that the Costa Deliziosa boat, flying the Italian flag, was initially scheduled to end its journey in Venice.

Norwegian Dawn off the coast of Port-Louis: “no case of cholera detected following analyses”

    Feb 26, 2024 4:28 P.M.

“No cases of cholera have been detected on the Norwegian Dawn.” Samples taken from the passengers were analyzed by the laboratory and the results were negative.

At a press conference, Dr. Bhooshan Ori, Director of Health Services, indicated that no other health problems had been detected on the liner. The Norwegian Dawn should therefore be able to dock in the coming hours.

With the lifting of the ban on docking at the port, the Mauritian authorities are preparing to welcome passengers placed in isolation since Saturday on the boat.

While it was due to dock this Sunday morning in Mauritius, the Norwegian Dawn arrived in Port Louis early, on Saturday at 6 p.m. with several cases of sick passengers on board. Suspecting cases of cholera on board the boat, the port authorities did not authorize the ship to dock at the quay to avoid any health contamination. The liner was also not authorized to dock in Reunion Island.

Health teams were sent to the boat to collect stool samples from passengers which were analyzed by the laboratory.

The luxury liner was scheduled to go on a 12-day cruise, coming from Cape Town in South Africa. He then went to Nosy Be, before going to Reunion. The 2,184 passengers, from multiple nationalities (mainly Scandinavians and Norwegians) as well as the 1,026 crew members are therefore confined on board until further notice.

Stomach aches disrupt cruise lines' plans

More than 3,000 people, including more than 2,000 passengers and 1,000 crew members, were stranded aboard the Norwegian Dawn cruise ship since Sunday. Mauritian authorities refused access to the port after some passengers complained of stomach aches. While the results of the tests carried out on these patients were awaited (Editor's note, the samples revealed no trace of cholera. See opposite) , the passengers stranded on board expressed their concerns, as did those who waiting to board their cruise.

Vicki C., a resident of the state of Massachusetts, USA, shares her experience on social media: “We have no explanation as to why we are stuck outside the Mauritius, but the theory is that we had an outbreak of gastrointestinal problems, most likely due to food poisoning. Another American, Vicki A., also testifies to a significant presence of norovirus on board, exceeding the official figures, because not all cases are necessarily reported to doctors.

She highlights the efforts of the ship's staff, although the information was initially less than transparent. She explains that they were all supposed to make a stopover in Reunion, but that did not materialize. “We were not authorized to dock in Réunion, but no explanation was given to us. We followed the usual procedure to disembark on Sunday. However, the cancellation was not announced until around 11am. Since then, announcements have been made throughout the day to inform us of what is happening, thus showing a reaction to an unpredictable situation.

Passengers waiting to board in Mauritius have been informed that boarding is expected to begin this afternoon from 4 p.m. A message received states: *“We continue to work closely with local authorities to finalize all necessary authorizations to allow you to embark on February 27, 2024. As we finalize your cruise itinerary, embarkation will not start until 4:00 p.m. on February 27, 2024. You will receive further information on your designated arrival time. We will work with all hotels to allow late check-outs where possible. We will continue to share information via SMS as it becomes available. We thank you for your continued patience and understanding.”

This case received extensive international media coverage. Media outlets, such as Reuters, the South China Morning Post, the NL Times, USA Today, Daily Mail and Bloomberg , reported sometimes alarmist information, evoking cholera, on this cruise ship which was refused access at the port of Mauritius due to several cases of infections on board.

Health conference: No cholera recorded on board the ship

A feeling of relief washed over the passengers of the Norwegian Dawn . According to Dr Bhushan Ori, Director General of Health Services, no case of cholera was recorded on board after the various examinations carried out on Saturday evening and the results of which were announced yesterday afternoon. Speaking to the press invited to the Ministry of Health, Dr Ori declared: “Health officers carried out various examinations on the people placed in isolation on board the ship, and the samples revealed no trace of cholera.” He added that despite suspicions, the water on board is safe to drink. The results of the tests on the food on board are expected soon. “We would not have made any compromise if a case of cholera had been detected on board because the health of the Mauritian population is the absolute priority ,” he stressed.

Jean Daniel Philippe Labonne, permanent secretary at the Ministry of Tourism, explained the decisions taken and the speed of execution of the ministry to take care of the passengers who were to board their cruise on Sunday. With the lifting of the quarantine, the various ministries worked hard yesterday to allow passengers, whose last stopover was Mauritius, to return home or continue their vacation, and to facilitate the boarding of those who were going to start their cruise at aboard the Norwegian Dawn .

Aucun cas de choléra n’a été enregistré à bord après les différents examens réalisés samedi soir et dont les résultats ont été annoncés hier après-midi.

After suspicions of cholera are lifted, the cruise liner Norwegian Dawn will be in Reunion

Quarantine is lifted on the Norwegian Dawn cruise ship, currently in Port Louis, Mauritius. After suspicions of cholera have been lifted, the liner will finally dock this Wednesday, February 28, 2024, at the Grand Maritime Port of Reunion. Passengers will be able to disembark on our island.

The Norwegian Dawn cruise ship will finally dock tomorrow, Wednesday February 28, at the Grand Port Maritime de La Réunion, after a three-day stopover in Port Louis in Mauritius.

The regional health agency of Reunion Island, as part of border health controls, ensured that the prior health checks carried out in Mauritius made it possible to rule out the risk of cholera.

No cholera, cases of gastroenteritis on board the liner

As a reminder, the liner was due to dock in Reunion Island on Saturday February 24 for a stopover of less than 12 hours.

As part of border health checks, around a hundred passengers were reported sick, notably presenting symptoms of gastroenteritis, symptoms similar to those of cholera. Given the current epidemiological data of this disease in the countries of the area, the prefect of Reunion had made the disembarkation of passengers conditional on the carrying out of prior health tests to rule out any risk of cholera.

The liner will be in Reunion this Wednesday

When the time limit for carrying out the tests was announced (between 7 and 8 hours) and taking into account the announced duration of the stopover, the shipowner decided to cancel the February 24 stopover in Reunion to go directly to Mauritius where the disembarkation/embarkation of some of the passengers was planned.

Upon arrival in Port Louis, the Mauritian authorities also conditioned the disembarkation of passengers on the completion of tests. The ship therefore remained at anchor off the coast of Port Louis from Saturday February 24 to Monday February 26 while the health tests were carried out.

The results were known this Monday. No cholera on board. The ship docked in Port Louis, to carry out the planned passenger transfer and excursions. He will make a one-day stopover in Reunion tomorrow.
