CDC Confirms 14th Case of 2019 Novel Coronavirus

CDC today confirmed another infection with 2019 novel coronavirus (COVID-19) in the United States in California. The patient is among a group of people under a federal quarantine order because of their recent return to the U.S. on a State Department-chartered flight that arrived on February 7, 2020.

All people who have been in Hubei Province in the past 14 days are considered at high risk of having been exposed to COVID-19 and subject to a temporary 14-day quarantine. This is the second person at this base who has tested positive for COVID-19. The first and second patients arrived on different planes and were housed in separate facilities; there are no epidemiologic links between them.

According to CDC on-site team lead Dr. Chris Braden, “At this time there is no indication of person-to-person spread of this virus at the quarantine facility, but CDC will carry out a thorough contact investigation as part of its current response strategy to detect and contain any cases of infection with this virus.”

This brings the total of number of COVID-19 cases in the United States to 14. There are likely to be additional cases in the coming days and weeks, including among other people recently returned from Wuhan. While 195 people were discharged from quarantine yesterday, more than 600 people who returned on chartered flights from Wuhan remain under federal quarantine.

CDC Confirms Second Coronavirus Case in San Diego County

            Published February 12, 2020 • Updated 1 hour ago

A second patient with a confirmed case of coronavirus, or COVID-19, is being treated at UC San Diego Medical Center, a Centers for Disease Control and Prevention spokesperson said Wednesday. It's the second confirmed case in the county since the deadly outbreak began.
            -snip-
The patients arrived at the base on separate planes -- the first landed Feb. 5 and the second on Feb. 7 -- and were housed in separate facilities, the CDC said.

On Sunday, four patients who had been taken from the base to UC San Diego Medical Center earlier in the week were discharged by the CDC back to the base after their tests came back negative, hospital spokesperson Michelle Brubaker said.

Soon after a woman (Patient 1) was discharged, the CDC notified her that her test results were mislabeled due to pseudonyms used for privacy reasons, and she, in fact, tested positive for the virus, according to a CDC spokesperson.

The woman was told to stay in her room at the base while she was retested and stayed out of contact with others, the official said. She was then taken back to the hospital Monday morning.
            -snip-

A 3-year-old girl aboard the first flight was taken away from the base when her evacuation plane landed. After three days in isolation, she returned to the MCAS Miramar. But on Tuesday, she was placed back in isolation at Rady Children's Hospital for additional tests.

By Sunday, seven people -- including Patient 1, the 3-year-old girl, and the toddler's father -- had at one point been removed from quarantine at the base and placed in isolation at area hospitals for further testing. All seven were passengers on the first evacuation flight from China to land in San Diego.

Another person quarantined at the base was isolated at UC San Diego Medical Center Monday, according to Brubaker.

A second patient with a confirmed case of coronavirus is being treated at a San Diego County hospital, a CDC spokesperson confirmed Wednesday. It’s the second confirmed case in the county since the deadly outbreak began.

San Diego County declares local health emergency to aid coronavirus response

                    https://www.latimes.com/california/s...virus-response
Looking to increase funding for local quarantine operations connected to novel coronavirus, San Diego county public health officials declared health and local emergencies Friday afternoon.

The action, which must be ratified by the county supervisors on Feb. 19, is similar to one taken by the Santa Clara County Board of Supervisors on Feb. 3 and renewed for an additional 30 days on Feb. 10. If approved, it would help the county seek state reimbursement for examining, testing and following up with people in the community who are at increased risk of corona infection and also make it easier to request help from other government agencies.

County Supervisor Nathan Fletcher emphasized that formally calling the current situation — one in which there is no evidence that the virus is spreading locally — an emergency does not mean anything has changed on the ground. Today, the only two confirmed cases of novel coronavirus, which the medical community has taken to calling COVID-19, are two people who arrived in San Diego last week on evacuation flights out of China and who have been sitting in isolation rooms at UC San Diego Health facilities since they started showing symptoms.

                          Coronavirus (COVID-19) Updates

February, 14, 2020 Patient Care Update

UC San Diego Health is currently caring for two patients who tested positive for the novel coronavirus, COVID-19. As needed, we will be accepting and caring for patients under investigation (PUI) who may develop symptoms that warrant further observation and testing.

The safety and well-being of our patients and staff is our top priority. As the region’s only academic health system, UC San Diego Health specializes in the care of patients with complex illnesses, including infectious diseases more virulent and deadly than COVID-19. We are taking all necessary measures and precautions to minimize any potential exposures as we care for both potential and confirmed COVID-19 cases. Patients are treated in negative-pressure isolation rooms; health care providers in contact with these patients are trained to use appropriate personal protective equipment, such as gowns, gloves, fit-tested high-filtration respirators and face shields or goggles.

We understand others may be concerned about larger health risks. We want to reassure our patients, their loved ones and the community at large that there is no exposure risk at any UC San Diego Health hospital or clinic. Patients and visitors can feel confident in making and keeping their appointments and using our services as usual.

See COVID-19 information for our patients and visitors.

                          February, 14, 2020 Supply Update

UC San Diego Health currently has an adequate supply of personal protective equipment (PPE), including N95 respirators, to care for patients with certain transmissible diseases, including the novel coronavirus COVID-19. However, we are mindful of global supply chain limitations. We are following strategies provided by the U.S. Centers for Disease Control and Prevention (CDC) for optimizing the supply of N95 respirators—these include regularly reminding our staff to conserve N95 respirators by using them only when they are required, and implementing practices that allow for extended use or limited reuse of N95 respirators for non-COVID-19 cases.

Officials also revealed that there have been 13 San Diego residents so far who have been identified as sitting next to individuals on airplanes who ultimately tested positive for COVD-19.

Four of thsose 13 are still being monitored, while the rest have been cleared. One who was tested for the novel strain of Coronavirus was ultimately found to be negative.

At the border, federal authorities have been screening those crossing into the United States for possible symptoms.

So far, two so-called "persons under investigation' who are in federal ICE custody have been identified.

"We still have tests pending on those individuals and those individuals remain in isolation," said county Deputy Public Health Officer Dr. Eric McDonald, adding that ICE facilities in Otay Mesa have special rooms used to contain those with possible infectious diseases, like Coronavirus..

Person tested for Coronavirus in San Diego is in ICE custody

SAN DIEGO (KGTV) -- A person is back in ICE custody and in isolation after they were taken to Sharp Chula Vista Medical Center to be evaluated for possible coronavirus symptoms.

The individual was in the custody of U.S. Immigration and Customs Enforcement when officials determined the person needed to be taken to Sharp Chula Vista, the county said.

The hospital then contacted the county's Public Health Department, which determined the person didn't need to be hospitalized and recommended self-isolation, according to the county.

Because the person was in ICE custody, the hospital returned the individual to the agency on Wednesday and the person was placed in isolation.

No further information was given on the individual or their status.

ICE sent 10News the following statement:
"At this time, no ICE detainee has tested positive for the 2019 novel coronavirus at the Otay Mesa Detention Center or any other ICE facility.

Out of the abundance of caution, ICE is taking all necessary precaution measures to ensure all ICE detainees are screened medically at their arrival to our facilities. Medical professionals at ICE detention facilities medically screen all new ICE detainees within 24 hours of their arrival to ensure that contagious diseases are not spread throughout the facility, and elsewhere. As an additional measure of defense, ICE detainees suspected of exposure or infection of certain diseases are medically 'cohorted,' in line with CDC guidelines and ICE detention standards."
Sharp officials confirmed to 10News that a person who was under investigation for possible coronavirus infection. ...
