US Navy orders self-quarantine for ships that have made stops in the Pacific amid coronavirus concerns

Washington (CNN)The US Navy has ordered all ships that have visited countries in the Pacific region to effectively self-quarantine and remain at sea for 14 days in order to monitor sailors for any symptoms of coronavirus.

"Out of an abundance of caution, Pacific Fleet is implementing additional mitigations to prevent Sailors from contracting COVID-19, and to monitor Sailors who have traveled to higher-risk areas," US Navy spokesman Lt. James Adam told CNN, using the official name for the virus.
The spokesman said that "at this time, there are no indications that any US Navy personnel have contracted Coronavirus Disease 2019," but added later that the Navy was acting out of an abundance of caution. "The health and welfare of our sailors, civilians and their families is paramount and our efforts are directed at detection and, if required, prevention of the spread of this illness," the spokesman said.

John C. “Lung” Aquilino has directed all vessels visiting nations in the 7th Fleet area of operations “to remain at sea for at least 14 days before pulling into another port in order to monitor sailors for any symptoms" of COVID-19, a new and deadly strain of the coronavirus.

Aquilino’s unclassified Wednesday order is part of a larger Navy effort to control the spread of a disease that emerged in China’s Wuhan City last last year and now has been detected in 37 locations internationally, including cases in the United States.

A four-page letter, written by the ship’s captain, describes a bleak situation onboard the nuclear-powered carrier as more sailors test positive for the virus.

Captain Brett Crozier, the ship’s commanding officer, wrote that the carrier lacked enough quarantine and isolation facilities and warned the current strategy would slow but fail to eradicate the highly contagious respiratory virus.

In the letter dated Monday, he called for “decisive action” and removing over 4,000 sailors from the ship and isolating them. Along with the ship’s crew, naval aviators and others serve aboard the Roosevelt.

“We are not at war. Sailors do not need to die. If we do not act now, we are failing to properly take care of our most trusted asset - our sailors,” Crozier wrote.

“I need to be able to run the [nuclear] reactors, fight fires, do damage control, feed the crew that’s aboard. By Christen McCurdyApril 10 (UPI) -- The Navy has deployed a team of medical professionals to Guam to augment efforts to manage an outbreak of the novel coronavirus on the USS Theodore Roosevelt.

According to the Marine Corps, about 230 sailors and Marines arrived in Guam "throughout the first weeks of April" to support the Roosevelt's medical staff in assessing, managing and treating symptoms of COVID-19 while the ship is docked in Guam.

As of Friday, 447 sailors from the ship have tested positive, and 3,155 of its 4,800-strong crew have been moved ashore in Guam, according to Navy figures reported by Stars and Stripes.

The aircraft carrier has been docked in Guam since late March, when it stopped on the island to test its crew of about 4,800 for COVID-19.

The outbreak has been the center of a political firestorm that resulted in the removal of its captain, Brett Crozier, and the resignation of the Navy's acting secretary after Crozier sent a letter pleading for more resources to manage the outbreak.

Defense Secretary Mark Esper told CBS This Morning on Friday that he is willing to consider reinstating Crozier, pending the outcome of an investigation.

People in Guam are nervous as hundreds of sailors from a coronavirus-stricken Navy aircraft carrier flood into hotels for quarantine, with thousands more expected soon.

USS Theodore Roosevelt has been docked in the U.S. territory for more than a week as the 4,865-person crew is tested for the virus and moved ashore. More than 400 sailors have been confirmed infected, and one was hospitalized Thursday in intensive care, said Gen. John Hyten, vice chairman of the Joint Chiefs of Staff.

More than 1,700 sailors who have tested negative are isolating in hotels, while the sick remain on base, Navy officials said.
'Our people are getting slapped in the face,' said Hope Cristobal, who worries officials are making promises about safety they won't keep.

She lives less than a quarter-mile from hotels in Tumon, Guam's version of Hawaii's popular Waikiki neighborhood, saying, 'We don't know exactly where they're being housed.'

Mary Rhodes, president of the Guam Hotel and Restaurant Association, declined to identify the hotels but said as many as 10 have been set aside to house up to 4,000 sailors. Seven of them had already stopped taking reservations and seen a dramatic drop in visitors as airlines canceled flights, she said.

PEARL HARBOR (NNS) — The Sailor assigned to the USS Theodore Roosevelt (CVN 71) who was admitted to the Intensive Care Unit (ICU) of the U.S. Naval Hospital Guam April 9 (local date) died of COVID-related complications on April 13.
The name of the Sailor is being withheld until 24 hours after next-of-kin notification.

The Sailor tested positive for COVID-19 March 30, was removed from the ship and placed in an isolation house on Naval Base Guam with four other USS Theodore Roosevelt (CVN 71) Sailors. Like other Sailors in isolation, he received medical checks twice daily from Navy medical teams.

At approximately 8:30 a.m., Apr. 9 (local date), the Sailor was found unresponsive during a daily medical check. While Naval Base Guam emergency responders were notified, CPR was administered by fellow Sailors and onsite medical team in the house. The Sailor was transferred to U.S. Naval Hospital Guam where the Sailor was moved to the Intensive Care Unit (ICU). The Sailor was declared deceased April 13.

More sailors assigned to deployed US Navy aircraft carrier USS Theodore Roosevelt have been hospitalized due to the coronavirus, the Navy said in a statement Tuesday.

Four of the ship's sailors are in the hospital, and one has been placed in an intensive care unit "for increased observation due to shortness of breath." The sailor in the ICU is the second to end up there since the outbreak began.

A sailor who tested positive for the coronavirus on March 30 was found unresponsive in isolation, resuscitated using CPR, and placed in the ICU at US Naval Hospital Guam on April 9.
