SEOUL, South Korea — South Korea’s vice health minister has urged vigilance to maintain hard-won gains against the new coronavirus.

Kim Gang-lip expressed concerns over loosened attitudes toward social distancing that he says puts the country at potential risk of an infection “explosion” similar to Europe and the United States.

His warning on Monday came after the country reported 47 new cases of the coronavirus, the smallest daily jump since Feb. 20. Infections have continued to wane in the worst-hit city of Daegu, where 6,781 of the country’s 10,284 cases have been reported.

- From Asan Medical Center at Songpa-gu, Seoul, 1 additional guardian of the patient who is in the same ward as the 1stpatient at medical center has been confirmed with COVID-19. Epidemiological investigation is underway.



- From Incheon Medical Center at Dong-gu, Incheon, 1 staff has been confirmed on 3rdApril. Contacts are in home quarantine. Investigation into chains of transmission and contacts is underway.



- From Uijeongbu St. Mary’s Hospital in Gyeonggi Province, 5 additional cases were confirmed. In total, 40 cases (patients = 14; staff/workers = 13; family/visitors = 13) have been confirmed since 29 March.



○ At the point of entry (quarantine investigation process), there have been cases of stating false content or not complying with the quarantine rules. KCDC says that they could be punished in this case, and urged to cooperate with quarantine rules and COVID-19 measure.



- If you submit false documents at the point of entry, you may be imprisoned for up to 1 year or fined up to 10 million won for violating the Quarantine Act under Article 12 & Article 39(1). The reporting is important for you, family, and the community to get early-testing.



- If an in-bound traveler does not comply with the quarantine regulations, 1year of imprisonment or a fine of up to 10 million won may be imposed for violating the Infectious Disease Control and Prevention Act under Article 49(1) & Article79(3). According to the Immigration Act under Article 11, & Article 46, it may be subject to deport, to prohibit of entry, etc, so it is necessary to strictly follow the quarantine rules.

○ From Asan Medical Center is Songpa-gu, Seoul, no additional case has been confirmed with COVID-19 other than the 1 case confirmed on 31 March. Disinfection of the patient’s routes in the hospital and management of contacts are underway.



○ In Daegu, from Second Mi-Ju Hospital, 12 new cases have been confirmed. From Daesil Convalescent Hospital, 1 new case was confirmed. From Hansarang Convalescent Hospital, 2 new cases were confirmed, bringing the total from the hospital to 123 confirmed cases.



○ From Uijeongbu St. Mary’s Hospital in Gyeonggi Province, 9 additional cases were confirmed. In total, 22 cases (patients = 10; staff/workers = 7; family/visitors = 5) have been confirmed since 29 March. Further epidemiological investigation is underway.



○ From Wings Tower Spa and Fitness in Gyeongnam Province, 7 cases have been confirmed since 28 March. (The figure on Table 2 may differ as the table is based on data reported to KCDC before 0:00 of 2 April 2020.)



○ Due to the rise in COVID-19 cases around the world and the rise in imported cases, Korea implemented stronger infectious disease control measures for inbound travelers starting 1 April.

○ From Uijeongbu St. Mary’s Hospital in Gyeonggi Province, 6 additional cases were confirmed. In total, 13 cases (patients = 5 (including 1 death); staff/workers = 6; family of patient = 2) have been confirmed since 29 March. Further epidemiological investigation is underway.



○ From Asan Medical Center is Songpa-gu, Seoul, 1 inpatient has been confirmed with COVID-19. Epidemiological investigation is underway. The patient had visited Uijeongbu St. Mary’s Hospital during 25-26 March. Investigation into the places visited by the patient and contact tracing is underway. Healthcare staff and family/caregivers who had come in contact with the confirmed case have been placed under self-quarantine. The 43 inpatients will be placed in cohort quarantine.



○ From Manmin Central Church in Guro-gu, Seoul, 8 additional cases were confirmed while under self-quarantine. In total, 41 confirmed cases have been confirmed since 25 March. Investigation into places visited by new confirmed cases and contact tracing are underway.



○ From Hansarang Convalescent Hospital in Seo-gu, Daegu, 11 additional cases were confirmed. From two healthcare institutions in Dalseong-gun, Daegu, 4 additional cases were confirmed (Daesil Convalescent Hospital = 3; Second Mi-Ju Hospital = 1).



○ From the investigation into all caregivers working at hospital-grade institutions in Daegu, 2 cases have been confirmed.



○ Analysis of chains of transmission of confirmed cases within the last 2 weeks have found that 35.0% are imported cases; 34.9% are hospitals/nursing homes; 6.3% are other clusters; and 6.6% are under investigation.

○ Since 22 March, the number of inbound travelers have been under 10,000 per day. The number is expected to decrease with the implementation of mandatory 14-day quarantine for all travelers (including short-term visitors) effective starting today.



○ Due to the rise in COVID-19 cases in many countries around the world and the rise in the number of imported cases from overseas, starting 0:00 of 1 April, stronger infectious disease control measures will be applied for travelers arriving in from overseas. All Koreans and foreigners residing in Korea arriving from all overseas countries will be subject to self-quarantine for 14 days upon entry. Foreigners on a short-term visit will be subject to facility quarantine and pay for the use of the facility. Exceptions to self-quarantine will be applied only for limited cases with valid reasons for exemption (such as a matter of public/national interest). The exempt persons will still be subject to testing and active monitoring.



○ Persons arriving from overseas should return home straight after arriving at the airport. They should travel in their own vehicle or designated airport limousine bus or designated KTX train (reserved specifically for this purpose). They are required to sanitize their hands and wear a facemask during movement.



○ The persons under self-quarantine are required to follow the self-quarantine guidelines provided. They must not share their utensils, towels and other personal belongings with their family, refrain from coming in contact with family members, roommates, or cohabitants. Family members, roommates, or cohabitants should wear a facemask and keep 2 meter distance from the person under self-quarantine, ventilate the living space frequently, and clean all frequently touched surfaces often. If they notice suspected symptoms develop (fever, cough, sore throat, muscle pain, shortness of breath, etc.) they must contact the designated public official or use the self-quarantine app to notify their symptoms and go to a screening center to be tested.



○ All persons who arrived in Korea from overseas within the last 14 days, even if they are not subject to mandatory self-quarantine, should stay home as much as possible, minimize contact with other people, maintain strict personal hygiene (washing hands, covering sneezes/coughs, etc.) to prevent infecting family members or those sharing living spaces, and call to ask a local public health center, KCDC call center (1339) or local call centers (area code + 120) to be tested at a screening center, and disclose their international travel history to the healthcare professionals.

○ The Korean government is promoting the Enhanced Social Distancing campaign from 22 March to 5 April. The KCDC is advising limited operation of high-risk facilities, businesses and sectors and advising people to stay home and refrain from going outside, and minimize contact with coworkers at work. The KCDC again urged people to continue to refrain from attending religious gathering, going to indoor fitness or sports facilities, or otherwise engaging in activities that make it easy to come in close contact with other people in an enclosed space, and maintain good personal hygiene including washing hands and covering coughs/sneezes....

Navy sailor tests positive for coronavirus again after full recovery

SEOUL, March 31 (Yonhap) -- A Navy sailor has tested positive again for the new coronavirus after having fully recovered from the disease, the defense ministry said Tuesday.

The sailor stationed on the southern island of Jeju was released from a hospital last week after recovering fully from the COVID-19 virus following monthlong treatment.

But he redeveloped symptoms while in preventive quarantine, and tested positive again Tuesday, officials said, adding that he was immediately sent to a hospital.

○ From Manmin Central Church in Guro-gu, Seoul, 10 additional cases were confirmed. The current total is 33 confirmed cases (church members = 27; family members and other contacts = 6) since 25 March. Investigation into places visited by new confirmed cases and contact tracing are underway.

○ From Uijeongbu St. Mary’s Hospital in Gyeonggi Province, 7 cases (inpatients = 4; staff/workers = 3) have been confirmed since 29 March. One patient who was in inpatient care on the 8th floor during 16-25 March was confirmed on 29 March, which prompted investigation into the contacts in the 8th floor ward, which found 6 additional confirmed cases. The 8th floor ward has been temporarily shut down. Testing is underway for around 200 healthcare staff and patients.

○ In Daegu, a total of 2,368 caregivers working in 61 hospital-grade healthcare institutions are under investigation. Approximately 97% of them have been tested as of today. All 2,118 test results returned so far have been negative.

○ Also in Daegu, a total of 2,415 inpatients admitted to 16 mental health hospitals are undergoing investigation. Approximately 67% of them have been tested as of today. All 273 test results returned so far have been negative.

○ Due to the rise in COVID-19 cases in many countries around the world and the rise in the number of imported cases from overseas, starting 0:00 of 1 April, stronger infectious disease control measures will be applied for travelers arriving in from overseas.

○ Short-term travelers who do not have a place of residence or a place to self-quarantine will be allowed to use a quarantine facility provided by national or local government. In this case, the person (regardless of whether Korean or of foreign nationality) will be required to pay for the use of such facility.


○ Persons traveling in from overseas who fail to comply with self-quarantine regulations are subject to imprisonment up to 1 year or fine up to 10 million won (effective 5 April) for violation of Infectious Disease Control and Prevention Act (Paragraph 1 of Article 49 and Article 79-3). New cases up again on cluster infections, imported cases

SEOUL, March 31 (Yonhap) -- South Korea reported a slight uptick in new cases of the novel coronavirus Tuesday, driven by a steady rise in cluster infections and imported cases.

The 125 new cases, which were detected Monday and up from 78 new cases a day earlier, brought the nation's total infections to 9,786, according to the Korea Centers for Disease Control and Prevention (KCDC).

The country's death toll rose by four to 162, with more than half of fatalities being patients who are aged 80 or older.

○ From Manmin Central Church in Guro-gu, Seoul, 10 additional cases were confirmed. The current total is 23 confirmed cases (church members = 19; family members and other contacts = 4) since 25 March. Two (2) of the confirmed cases reported yesterday have been found to have worked in a call center in Geumcheon-gu, Seoul. All 78 workers at the call center have been placed in self-quarantine and testing is underway.

○ From Second Mi-Ju Hospital in Daegu, 58 new cases (patients = 53; staff = 5) under self-quarantine were confirmed. In current total, 133 cases (patients = 127; workers = 6) have been confirmed. The confirmed cases are being transferred to other hospital(s). Measures to prevent further transmission, such as relocating inpatients to other rooms, are underway. (The figures may differ from those in Table 2 as the figures in the table are based on cases reported to the KCDC before 0:00 of 30 March.)

○ Due to the rise in confirmed COVID-19 cases in many countries around the world and the rise in the number of imported cases from overseas, starting 0:00 of 1 April, stronger infectious disease control measures will be applied for travelers arriving in from overseas.

○ The cost of testing and treatment for travelers arriving in from overseas is supported by the state. This is done for the sake of public interest, in order to protect Korean citizens and residents by preventing further spread of infection in Korea. However, since the decision to enter Korea at this state is the individual’s voluntary choice, and in order to prevent incentivizing more people to enter into the country adding more burden on the system, living expenses support will not be provided for those traveling in from overseas.

○ Persons traveling in from overseas who fail to comply with self-quarantine regulations are subject to imprisonment up to 1 year or fine up to 10 million won (effective 5 April) for violation of Infectious Disease Control and Prevention Act (Paragraph 1 of Article 49 and Article 79-3). ○ The KCDC also advised employers to ensure that employees returning from international business trips will not return to their office for the first 2 weeks upon their return. In particular, employers should especially ensure that employees working at publicly used venues who have international travel history are required to work from home or take a short leave.

○ The Korean government is promoting the Enhanced Social Distancing campaign from 22 March to 5 April. The KCDC is advising high-risk facilities, businesses and sectors to limit operation, advise people to stay home and refrain from going outside, and minimize contact with coworkers at work. As the second week of Enhanced Social Distancing begins today, the KCDC again urged people to continue to refrain from attending religious gathering, going to indoor fitness or sports facilities, or otherwise engaging in activities that make it easy to come in close contact with other people in an enclosed space.

Call to actions for all citizens ① Cancel or postponeall non-essential gatherings, dining out, social events, and travel plans. * There have been numerous reports overseas of transmission by eating together. All meetings and events involving sharing a meal should especially be postponed or canceled. ② If you have fever, cough, sore throat, muscle pain, or other respiratory symptoms, do not go to work. Stay home and get sufficient rest. ③ Avoid leaving homeexcept to purchase necessities, to get medical care, or to go to work. ④ Avoid handshakes and other forms of physical contact. Keep a 2-meter distance from each other. ⑤ Wash your hands, cover up your sneezes/coughs, and generally maintain strict personal hygiene. ⑥ Disinfect and ventilateyour space every day.
