    Effect of Coronavirus Outbreak and Precautions taken

    Government has taken note of the outbreak of Novel Coronavirus in China and has taken measures to monitor the situation in India.

    In view of the fact that large number of cases were recorded in Wuhan City of Hubei province in China, Government of India initiated steps to evacuate students and professionals working in Hubei province. Accordingly, 645 persons were evacuated and have been kept in two Quarantine Centres, [(243 kept at Manesar (DG, AFMS) and 402 Chawla Camp (ITBP)]. The samples collected from all evacuees have tested negative. All evacuees are being monitored and are clinically stable.

    As of now, three confirmed cases of novel Coronavirus disease have been reported from Kerala.All these cases have been hospitalized, receiving treatment and are also reported to be clinically stable.

    Screening of passengers has been initiated at all 21 airports. Universal screening has been made mandatory for all flights from China, Hong Kong, Singapore and Thailand. Instructions have been issued to park these flights at earmarked aero-bridges to facilitate screening.

    The government has conducted training for the officers of ports, airports and border crossing points and has sensitized them on management of higher risk pathogens such as Ebola and Coronavirus. Thermal scanners and hand held thermal detectors have been placed at 21 airports. Additional doctors, nurses and paramedic staff have been deployed at the airports for smooth, effective and convenient screening of passengers.

    World Health Organization (WHO) has issued various guidelines pertaining to nCoV outbreak. All guidelines are available on the website of WHO.

    Ministry has issued guidelines to support states on Surveillance and contact tracing, Surveillance at Points of Entry, Laboratory samples collection, packaging and transport, Clinical management protocol and Infection prevention and control in healthcare facilities.

    Screening of passengers has been initiated in 21 airports, all major and minor seaports and borders crossing and integrated check posts. In-flight announcements are being made and self -declaration forms are being filled up by all passengers. Signages have been displayed at prominent locations at airports and ports.

    Gram Sabhas have been conducted in villages adjoining the borders to create awareness amongst people about the disease and precautions to be taken in collaboration with Panchayati Raj Ministry.

    Integrated Disease Surveillance Programme (IDSP) has been geared up to track and follow up passengers coming from China, Hong Kong, Taiwan and Singapore. National Institute of Virology, Pune is the nodal Laboratory for testing high risk pathogens. 14 other laboratories are also testing samples. Sufficient stock of Personal Protective Equipments (PPE) is maintained.

    Risk communication material has been prepared and is widely disseminated even in regional languages through states. Required awareness in community is ensured through technical briefings by experts in radio and Television. Daily Press briefing is being held by Ministry of Health and information is being shared through social media. A 24x7 Control Room is operational (011-23978046).

    A group of ministers consisting of Minister of External Affairs, Minister of Civil Aviation, Minister of State of Home Affairs, Minister of State of Health and Family welfare, Minister of State of Shipping under the chairmanship of Union Health Minister has been constituted and the first meeting held on 03.02.2020. Cabinet Secretary has taken multiple meetings with all related Ministries such as Health, Defense, MEA, Civil Aviation, Home, Textiles, Pharma, Commerce and other officials including with State Chief Secretaries. Ministry of Health and Family Welfare is constantly reviewing the evolving scenario. Video Conferences has been held with Chief Secretaries and also with Secretaries, Health of the States almost every alternate day.

    Government is monitoring the situation closely.

    The Minister of State (Health and Family Welfare), Sh Ashwini Kumar Choubey stated this in a written reply in the Rajya Sabha here today.

    NEW DELHI: The city government has traced nearly 75% of Delhi residents who had returned from China after January 15, tracking down 2,885 persons so far, in a bid to prevent a secondary outbreak of the coronavirus here.

    Delhi’s special secretary (health) Satyendra Singh Dursawat told TOI that 3,935 Delhiites had travelled back from China after January 15. “Our team has found 2,885 people so far. Ten, who showed symptoms, are quarantined at Safdarjung and RML hospitals while the rest have been isolated at home,” he said.

    3 Cases Of Coronavirus In Kerala; All Students Who Returned From China

    Thiruvananthapuram/ New Delhi:

    India's third case of coronavirus was reported in Kerala this morning after the southern state reported country's first two cases of the infectious diseases, which has killed over 350 people in China, in the last four days. All three patients are students who returned from China's Wuhan city, the epicentre of the outbreak, last month.
    The coronavirus outbreak, which originated in China and spread to more than 20 countries across the world in the last few weeks, has been declared a global health emergency by the World Health Organisation.

    "Third positive case of Novel Coronavirus patient, has been reported in Kerala. The patient has a travel history from Wuhan in China. The patient has tested positive for Novel Coronavirus and is in isolation in the hospital. The patient is stable and is being closely monitored," Union Health Ministry said today in a statement.

    "The patient is under treatment at the Kanjangad District Hospital in Kasaragod," Kerala Health Minister KK Shailaja said this morning. "There is nothing to panic. The health officials led by district medical officials are tracking surveillance efforts. Contract tracing for confirmed cases is underway," she added.

    All three coronavirus cases have been reported in different parts of the state. While Kasaragod district is in north Kerala, the first case was reported on January 30 in central Kerala's Thrissur. On Sunday, the central government reported second case of the infectious disease in southern part of the state - Alappuzha.

    India's third case of coronavirus has been reported in Kerala after the southern state reported country's first two cases of the infectious diseases, which has killed over 350 people in China, in the last four days.     India reported its second case of novel coronavirus today. A person who had a history of travelling to China tested positive in Kerala today, the health ministry confirmed. "The patient has tested positive for novel coronavirus and is in isolation in a hospital," the officials said.

    The patient is stable and is being closely monitored, officials added. Earlier, An Indian student of Wuhan University in China tested positive in Kerala which was the first case of coronavirus in India.

    WHO has declared the recent Novel Corona Virus (2019-nCoV) epidemic affecting 23
    countries as International Public Health Emergency of International Concern.In this
    context, Kerala state has strengthened the surveillance and control measures against
    the disease. Till date, 1793travellers from corona affected countries have been
    identified and placed under surveillance, out of which 1723are under home isolation
    and70are admitted in selected isolation facilities. Till date 39 Samples have been sent
    to National Institute of Virology (NIV) Pune for testing out of which results of 23
    samples came as negative. The health status of the student who was tested positive for
    Corona Virus remain satisfactory. The hospital authorities have confirmed that the
    health condition of all symptomatic persons under isolation in hospitals are stable. A
    24x7 control room has been set up in the State and all District Head Quarters. A
    minimum of two hospitals with isolation facilities have been identified in each district. It
    has been informed that sample testing for nCoV at NIV, AlappuzhaUnit will be functional
    from 02/02/2020 onwards.
    In the background of the present nCorona Virus outbreak, the general public is advised
    to adhere to health advisories issued by the State Government. Public should follow the
    cough etiquette by covering the nose and mouth using handkerchief/towel while
    sneezing/coughing. Do frequent handwashing with soap and water. Those who have
    arrived from the corona affected countries should remain under strict home isolation
    for28 days from the date of arrival in India, irrespective of whether they are
    symptomatic or asymptomatic.

    Cabinet Secretary holds high level review on Novel Coronavirus

    High level review meetings on preparedness for Novel Coronavirus are regularly being held by the Union Health Minister, Cabinet Secretary and Health Secretary.

    Cabinet Secretary has held four review meetings so far. Today he reviewed the preparedness with the concerned Ministries of Health & Family Welfare, External Affairs, Defence, Home Affairs, Civil Aviation, Information & Broadcasting, Labour & Employment, and Shipping.

    A Video Conference with the Chief Secretaries of the States and UTs was also taken by the Cabinet Secretary.

    Following today’s meeting of the Cabinet Secretary, a number of new steps have been taken:



    All those who have come from China after 15th January, 2020 shall be tested as there in an incubation period for the virus.
    The Cabinet Secretary has stressed upon the need for 14 days’ home isolation for all those who have returned from China.
    It is also advised that trip to china should be avoided.
    It was also decided to augment the lab facilities.
    Six more labs will start functioning from today, (1) NIV Bengaluru Unit, (2) Victoria Hospital Campus, KR Road, Fort, Bengaluru (3), AIIMS, New Delhi (4), NCDC, Delhi (5) Kasturba Hospital for infectious diseases, Mumbai (8) NIV – Kerala Unit.


    Six more labs will start function by 31st January, 2020: (1) ICMR – NICED, Kolkata (2) GMC, Secunderabad (3) KGMU, Lucknow (4) SMS, Jaipur (5) IGGMC, Nagpur (6) KIPMR, Chennai.


    Discharge portal for patients have been prepared by DGHS which is being disseminated.
    It was decided to put up check-posts in relevant tourist locations for better surveillance.
    Gram panchayats are being organised to make people more aware regarding the symptoms, precautions and measures taken by the State Governments regarding prevention and management for Novel Coronavirus in villages bordering Nepal.
    States have also been advised to open control rooms, appoint a nodal officer and popularize the control room number.
    IEC material is to be prepared in local language by the concerned States.


    Status:

    As on 30th January, 2020, a total of 7711 confirmed cases reported by 31 provinces, 1370 serious cases, 170 deaths, 124 discharged and cured cases and 12167 suspected cases.Most of the deaths reported in elderlies with co-morbid conditions.

    The number of reported confirmed cases abroad are Thailand (14), Singapore (10), Australia (5), USA (5), Japan (8), south Korea (4), Malaysia (7), France (4), Vietnam (2) Canada (2), Nepal (1), Cambodia (1), Sri Lanka (1) Germany (4), UAE (4), Hong Kong (10), Macao (7), Taiwan (8), Finland (1), Angola (1) and India (1), total of 21 countries.

    Laboratory Support:

    National Institute of Virology, Pune is fully geared up to test samples of nCoV.
    Adequate lab reagents are available with NIV, Pune to test 5000 samples.
    49 samples have been referred to NIV for testing. 48 have tested as Negative.

    The patient is in isolation in the hospital, said the Press Information Bureau statement, adding that the "patient is stable and is being closely monitored".

    New Delhi:
    India's first case of Coronavirus has been reported in Kerala, the government said today amid global fear about the viral outbreak that has caused 170 deaths in China. "One positive case of Novel Coronavirus patient, of a student studying in Wuhan University, has been reported in Kerala," the Health Ministry said in a media statement.

    The patient is in isolation in the hospital, said the statement, adding that the "patient is stable and is being closely monitored".

    Over 400 people are under surveillance at their homes in Kerala for possible exposure to the virus. Authorities have screened nearly 30,000 passengers at various airports across the country so far.

    Possible cases are also being monitored in isolation wards of hospitals in various cities including Delhi and Mumbai.


    One person has tested positive for Coronavirus in India, the government has said. "One positive case of Novel Coronavirus patient, of a student studying in Wuhan University, has been reported in Kerala," the Health Minister said in a media statement.

    India reported its first positive case of Novel Coronavirus (nCoV) on Thursday. The ministry of health and family welfare in an official statement said that a student studying in Wuhan University, has been tested positive in Kerala.

    “The patient has tested positive for Novel Coronavirus and is in isolation in the hospital. The patient is stable and is being closely monitored," the statement said. According to ministry of health and family welfare, States and union territories have started the thermal and symptomatic screening at all identified Airports.
