The strain on public hospitals, already overstretched by the peak flu season in Hong Kong, could worsen after health authorities widened the net for suspected cases linked to the Wuhan pneumonia outbreak, medical workers fear.
A representative of a health care workers’ union said increasing the turnover rate for hospital beds could be among the solutions to tackle the problem, while a medical expert urged local authorities to step up surveillance by introducing health declaration forms for passengers arriving on flights from Wuhan, which announced its second death of the outbreak on Thursday night...

Highly suspected cases of new coronavirus in Hong Kong
                          January 22, 2020

A man who came to Hong Kong from Wuhan via Shenzhen on a high-speed railway train was positive for the new coronavirus and is temporarily classified as a highly suspected case. The Secretary for Food and Health, Chen Zhaoshi, said that the Steering Committee on Severe Contingency Level will hold its third meeting tomorrow to discuss contingency measures.

Chen Zhaoshi said at a press conference today that the 39-year-old male patient took the high-speed train G1015 from Wuhan to Shenzhen North yesterday, and then took the G5607 high-speed train to Hong Kong West Kowloon Station. He had fever and nasal congestion at the time. He was found by the port health department staff. He said he lived in Wuhan and was sent to Queen Elizabeth Hospital for further testing. He was then transferred to the Infectious Disease Center of Princess Margaret Hospital for isolation and treatment.

Chen Zhaoshi said that the patient reported good health in the past. He did not visit medical institutions, wet markets or seafood markets, and did not come into contact with wildlife, poultry, or people with pneumonia and upper respiratory infections. The four family members who accompanied him did not show symptoms. Last night they stayed at the Royal Hyatt Hotel in Tsim Sha Tsui. Today they took Cebu Air flight 5J111 to Manila, Philippines. Relevant departments have contacted the hotel and notified the Philippine authorities.

The Centre for Health Protection is conducting an epidemiological investigation of individual cases to find out the source and transmission mode of the patient's infection, and to track those who have been in close contact with the patient. Tonight, the Department of Health has set up a hotline 2125 1122 to appeal to passengers who have taken relevant high-speed rail trains or who have contacted the patient to provide information. The department and the Hospital Authority will provide daily updates on the situation from tomorrow.

Chen Zhaoshi said that this case just reflects the strict port hygiene measures to effectively identify suspected cases. She said that it should not be ruled out that someone should enter Hong Kong with a fever or other symptoms and the public should be alert. She urged the public not to go to Wuhan unless necessary; if unavoidable, they should wear surgical masks and continue to wear them until 14 days after returning to Hong Kong.

When asked if Hong Kong would issue a tourist warning on Wuhan, she said that Wuhan had already implemented outbound inspections for tourists, and the SAR government would refer to the recommendations of the World Health Organization.

Chen Zhaoshi said that the Chief Executive was very concerned about the situation and had instructed the authorities to continue to do a good job of prevention and control, and responded promptly to maintain openness and transparency.
